1     AN ACT concerning health improvement.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the State
5 Health Improvement Plan Act.
 
6     Section 5. State Health Improvement Plan.
7     (a) The Governor shall deliver to the General Assembly a
8 Statewide Health Improvement Plan on January 1, 2006 and
9 January 1, 2009 and every 4 years thereafter.
10     (b) The Plan shall recommend strategies to improve the
11 public health system, using the National Healthy People goals
12 and objectives and the National Public Health Performance
13 Standards as the frameworks for assessment. The Plan shall
14 focus on prevention as a key strategy for long-term health
15 improvement in Illinois.
16     (c) The Plan shall examine and make recommendations on the
17 contributions and strategies of the public and private sectors
18 for improving health status and the public health system in the
19 State. The Plan shall address health improvement and strategies
20 to reduce and eliminate racial and ethnic health disparities in
21 the State.
22     (d) The Plan shall take into consideration the priorities
23 and strategies developed at the community level through the
24 Illinois Project for Local Assessment of Needs (IPLAN) and
25 other community collaborative processes.
26     (e) Planning shall incorporate all State agencies with
27 health and public health related responsibilities, including
28 but not limited to, the Department of Public Health, the
29 Department of Human Services, the Department of Public Aid, the
30 Department on Aging, the Department of Children and Family
31 Services, the Environmental Protection Agency, the Illinois
32 Violence Prevention Authority, and the Department of

1 Insurance, or the successor to any of these agencies.

3     Section 10. State Health Improvement Task Force.
4     (a) The Governor shall appoint a Task Force to develop each
5 Plan.
6     (b) The Task Force shall consist of up to 30 members. The
7 Task Force shall be appointed no more than 2 years and no less
8 than one year before the date that the Plan is required to be
9 delivered under subsection (a) of Section 5. The term of each
10 appointed member of the Task Force shall terminate upon
11 delivery of the Plan to the General Assembly.
12     (c) The Task Force shall include a representative of the
13 Governor's office, the directors of the identified State
14 agencies or their designees, a representative of the Board of
15 Health, representatives of local health departments, and
16 individuals with expertise who represent a broad array of
17 organizations and constituencies engaged in public health
18 improvement and prevention. The Governor shall appoint one
19 agency member and one individual member of each Task Force as
20 co-chairs.
21     (d) The Task Force shall hold at least 3 public hearings
22 addressing drafts of the Plan in representative geographic
23 areas of the State.
24     (e) Members of the Task Force shall receive no compensation
25 for their services, but may be reimbursed for his or her
26 necessary expenses.
