Amends the Compensation Review Act. Provides that, beginning with fiscal year 2006, the General Assembly must approve by joint resolution any cost of living adjustment to compensation of General Assembly members recommended by the Compensation Review Board before the adjustment can take effect. Effective immediately.

| AN ACT concerning General Assembly compensation.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Compensation Review Act is amended by adding |
| 5 |
| Section 5.15 as follows:
|
| 6 |
| (25 ILCS 120/5.15 new) |
| 7 |
| Sec. 5.15. General Assembly cost of living adjustments. |
| 8 |
| Notwithstanding any provision of this Act, any other law, any |
| 9 |
| resolution of the General Assembly, or any recommendation of |
| 10 |
| the Compensation Review Board to the contrary, beginning with |
| 11 |
| cost of living adjustments to compensation for General Assembly |
| 12 |
| members for or during fiscal year 2006 and thereafter, no cost |
| 13 |
| of living adjustment to compensation of General Assembly |
| 14 |
| members recommended by the Compensation Review Board or |
| 15 |
| authorized by resolution of the General Assembly shall take |
| 16 |
| effect unless approved in advance by joint resolution of the |
| 17 |
| General Assembly adopted by the majority of the members elected |
| 18 |
| to each house.

| 19 |
| Section 99. Effective date. This Act takes effect upon |
| 20 |
| becoming law.
