 1                       HOUSE JOINT RESOLUTION

 2        WHEREAS, Indigency has been a persistent  social  problem
 3    throughout  history  and  has  reached  an  intolerable level
 4    throughout our country; and

 5        WHEREAS, People in urban, suburban, and  rural  areas  of
 6    Illinois  experience indigency, proving that it is not just a
 7    big city problem; and

 8        WHEREAS, Each year sees an  increase  in  the  number  of
 9    deaths  among  those  who  lack  funds  to provide the barest
10    essentials of life; and

11        WHEREAS, Bitter cold winters and  extremely  hot  summers
12    have cost the lives of those individuals who simply could not
13    afford heating or air coolants and died from exposure; and

14        WHEREAS,  In  remembering  those  who  have died, we must
15    reach out to help those in need;  the  extent  to  which  our
16    society  can  counter  the  effects  of  indigency  is a good
17    measure of its humaneness; therefore, be it

18        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
19    NINETY-THIRD  GENERAL  ASSEMBLY OF THE STATE OF ILLINOIS, THE
20    SENATE CONCURRING HEREIN, that we proclaim Wednesday May  28,
21    2004,  as  "We  Remember, We Care for Indigent Persons Day in
22    Illinois", and that we urge all citizens to  observe,  inform
23    themselves  of, and support efforts to care for the indigent;
24    and be it further

25        RESOLVED, That a suitable  copy  of  this  resolution  be
26    presented to W. Earl Lewis, Director of the Memorial Ministry
27    of Indigent Persons.
