 1                          HOUSE RESOLUTION

 2        WHEREAS,  The  members  of  this  body  are  pleased   to
 3    recognize Illinois citizens who have distinguished themselves
 4    in service to their community and this State; and

 5        WHEREAS,  It has come to our attention that Sargei Hoteko
 6    has announced his retirement as Chief Inspector for Chicago's
 7    O'Hare International Airport; and

 8        WHEREAS, Mr. Hoteko joined the U.S.  Customs  Service  in
 9    1975;  he  served  in  the  U.S.  Army and is a former police
10    officer for Lake Forest, Illinois; in 1982, he  was  promoted
11    to  a  first  line  supervisor  and in 1983 was promoted to a
12    second line manager; in 1986, he was detailed  to  the  North
13    Central  Region  to coordinate the 10th Pan American Games in
14    Indianapolis and the 15th Winter Olympic  Games  in  Calgary,
15    Alberta, Canada; and

16        WHEREAS,  Mr.  Hoteko  returned to the District office in
17    1988 as the chief inspector for  the  contraband  enforcement
18    team  and  served  in  that  capacity  until 1990 when he was
19    appointed as the chief inspector for passenger processing  at
20    O'Hare  International  Airport's  new  International Terminal
21    Five; he also served as  coordinator,  for  all  the  federal
22    agencies  during the formulation and construction of O'Hare's
23    new  international  arrivals  building,  terminal  five  that
24    opened in May, 1993; in 1995, when he  was  Chairman  of  the
25    Port  Quality  Improvement  Committee,  O'Hare  International
26    Airport  reduced  passenger  through time to under forty-five
27    minutes; in 1996,  he  was  given  the  O'Hare  International
28    Airport's   Wings   of  Vision  Award  which  was  given  for
29    outstanding leadership at O'Hare Airport; and

30        WHEREAS, Mr. Hoteko was appointed the  passenger  process
31    owner  when  U.S.  Customs underwent a major restructuring in
32    1995 and served in that position until  June,  1999;  he  was

 1    then  placed  in  charge of the enforcement operations branch
 2    that is comprised of the  outbound  unit,  canine  unit,  and
 3    anti-smuggling unit within the port of Chicago; and

 4        WHEREAS,  Mr.  Hoteko has also served as an international
 5    narcotics interdiction and anti-terrorism instructor all over
 6    the world; he has completed multiple training assignments  in
 7    Pakistan,  Indonesia,  the  USSR,  Aruba,  Mexico,  Barbados,
 8    Denmark,   Bolivia,   Saudi   Arabia,   India,   Qatar,   the
 9    Philippines,   Nigeria,  China,  The  Russian  Republic,  and
10    Macedonia;  he  also  served  as  a  short-term  advisor   to
11    Pakistani  Customs to establish a contraband enforcement team
12    at the Port of Karachi, Pakistan; and

13        WHEREAS, In 1991, he was elected the sole,  service  wide
14    "supervisor  of  the  year" by assistant commissioner Charles
15    Winwood; in 1994, he had the honor and privilege to accompany
16    President Clinton on an official visit to Belgium, the  Czech
17    Republic,  Ukraine,  Russia,  Belarus,  and  Switzerland;  he
18    received  the commissioner's unit citation in 1998 for record
19    narcotic enforcement activity at O'Hare  Airport  that  year;
20    and

21        WHEREAS,  Mr.  Hoteko  has served his country in numerous
22    ways and has the respect and admiration of all those  he  has
23    served; therefore, be it

24        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
25    NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
26    we  thank  Sargei Hoteko as he retires as Chief Inspector for
27    Anti-Smuggling of O'Hare International Airport and extend our
28    sincere best wishes to him for health and  happiness  in  the
29    future; and be it further

30        RESOLVED,  That  a  suitable  copy  of this resolution be
31    presented to Sargei Hoteko as an expression  of  our  respect
32    and esteem.
