 1                          HOUSE RESOLUTION

 2        WHEREAS The members of the House  of  Representatives  of
 3    the  State  of  Illinois wish to congratulate Phillip Arnold,
 4    Chief of Police of Thornton, on being named the Police  Chief
 5    of the Year by the Illinois State Crime Commission; and

 6        WHEREAS, Chief Arnold began his career in law enforcement
 7    in   1986   as  a  patrol  officer  with  the  Harvey  Police
 8    Department; in 1989, he joined the East  Hazel  Crest  Police
 9    Department  to  form a Canine Unit, and in 1991, he was named
10    Police Officer of the Year for the department; and

11        WHEREAS, Chief Arnold currently serves as  the  Chief  of
12    Police  for  the Thornton Police Department; as the village's
13    chief  law  enforcement  officer,  his  duties  include   the
14    development  and  administration  of  an $802,000 budget, the
15    management of  a  public  safety  facility,  fleet,  and  all
16    capital   assets,  and  extensive  participation  in  village
17    government  operations  which  includes  conducting  research
18    projects regarding residential and business concerns,  school
19    programs, education, and grants; and

20        WHEREAS,  Since he joined the Village of Thornton, morale
21    in the department has greatly  improved  and  a  pre-existing
22    manpower  turnover problem has been corrected; he has updated
23    uniforms and police credentials to ensure  the  integrity  of
24    the  police  department,  and  he has instituted a program to
25    prevent racial profiling; and

26        WHEREAS, Several programs have been  developed  by  Chief
27    Arnold,  including a school resource officer program, bicycle
28    patrol, police honor guard for various  community  functions,
29    and a truck enforcement unit; and

30        WHEREAS,  Chief  Arnold has over 3,000 hours of continued
31    law enforcement training, including Northwestern University's

 1    School  of  Police  Staff  and  Command  and  the   Executive
 2    Management  Program;  he  is  a graduate of Thornton Township
 3    High School and received his Bachelor of Science degree  with
 4    highest  honors  in  Law  Enforcement Management from Calumet
 5    College of St. Joseph; he and his wife, Angie,  are  lifelong
 6    residents of the south suburbs; therefore, be it

 7        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
 8    NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
 9    we  offer  our heartiest congratulations to Thornton Chief of
10    Police Phillip Arnold on being named Police Chief of the Year
11    by the Illinois State Crime Commission and  commend  him  for
12    his   dedication  to  law  enforcement  and  the  outstanding
13    contributions he has made to the Village of Thornton and  the
14    citizens of Illinois; and be it further

15        RESOLVED,  That  a  suitable  copy  of this resolution be
16    presented to Chief Arnold as  a  token  of  our  respect  and
17    esteem and with wishes that his success may long continue.
