HOUSE RESOLUTION

 
2     WHEREAS, The Department of Central Management Services
3 recently decided to replace Vision Service Plan (VSP) with
4 Spectera as the administrator of the vision care benefit plan
5 for State employees, dependents, and retirees beginning in
6 Fiscal Year 2005; and
 
7     WHEREAS, Developing a long-term relationship with a
8 trusted family ophthalmologist or optometrist and a trusted
9 family optician can greatly improve the quality of vision care;
10 however, a move from VSP to Spectera would require some State
11 employees to seek new providers in order to continue to receive
12 in-network services since Spectera would be the only vision
13 care benefit plan choice; and
 
14     WHEREAS, Job preservation is a high priority for the State
15 of Illinois; however, a move from VSP to Spectera would
16 adversely affect Illinois jobs and businesses and our State's
17 economy because Spectera would require some providers to use
18 Spectera's dispensing laboratory in Maryland rather than the
19 dispensing laboratories throughout Illinois that are now used
20 by VSP providers; and
 
21     WHEREAS, The Illinois Economic and Fiscal Commission
22 reportedly voted on May 18, 2004 to extend the State's contract
23 with VSP for Fiscal Year 2005, and it the Department of Central
24 Management Services has reportedly agreed to reverse its
25 earlier decision and negotiate with VSP for a contract for
26 Fiscal Year 2005; however, this is a matter of continuing
27 concern; and
 
28     WHEREAS, All of the consequences of any action taken should
29 be fully considered in determining whether that action is in
30 the best interests of the State of Illinois; therefore, be it

1     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
3 urge the Department of Central Management Services to give due
4 consideration to the needs of State employees, retirees, and
5 dependents and the economic needs of the State of Illinois in
6 any decision regarding the selection of the administrator of
7 the vision care benefit plan for State employees and retirees;
8 and be it further
 
9     RESOLVED, That a copy of this resolution be delivered to
10 Michael M. Rumman, the Director of Central Management Services.
