HOUSE RESOLUTION

 
2     WHEREAS, Senate Bill 3000 of the 93rd General Assembly, as
3 it passed the House on May 31, 2004, requires the State Board
4 of Education to develop a 5-year comprehensive strategic plan
5 for elementary and secondary education; and
 
6     WHEREAS, The unique needs of rural school districts and
7 school reorganization issues are required to be included in
8 this strategic plan, two significant topics that this State
9 must urgently address; and
 
10     WHEREAS, Many rural school districts are faced with
11 declining enrollments, increasing costs, and declining tax
12 bases, and residents of these school districts are faced with
13 limited choices; and
 
14     WHEREAS, Schools in rural communities are often the central
15 focus of the community, and the State's policies encourage
16 communities to be economically sound and viable; therefore, be
17 it
 
18     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
20 urge the State Board of Education, in developing its 5-year
21 comprehensive strategic plan for elementary and secondary
22 education, to address as soon as possible the unique needs of
23 rural school districts and school reorganization issues in
24 relation to the economic vitality of these communities.
