HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives wish to recognize Chief David W. Shilling on
4 the occasion of his retirement from the Riverdale Police
5 Department; and
 
6     WHEREAS, David W. Shilling was born in August of 1949 and
7 grew up in Riverdale; he attended Thornton High School and
8 graduated in 1967; after graduation, he served in the United
9 States Army; during his enlistment he served a tour of duty in
10 Vietnam; and
 
11     WHEREAS, Following his discharge from the military, he
12 began his career in law enforcement in 1972 with the Riverdale
13 Police Department; he quickly rose through the ranks and made
14 detective in 1975, was promoted to Sergeant in 1988, and
15 appointed to the position of Commander in 1991; also in 1991,
16 he attended and graduated from the Northwestern University
17 School of Police Staff and Command; and
 
18     WHEREAS, In 1992, he was promoted to Lieutenant; the
19 following year he earned a bachelor's degree from Governors
20 State University; in 1995, he was promoted to Chief of Police
21 of the Riverdale Police Department; as Chief of Police, he has
22 initiated a community policing program, founded the Riverdale
23 Community Resource Center, and chaired the Emergency Telephone
24 System Board (ETSB); and
 
25     WHEREAS, In 1996, he earned a master's degree from Chicago
26 State University and also attended the Federal Bureau of
27 Investigation National Academy Class Number 185; and
 
28     WHEREAS, Chief Shilling is a founding member of the
29 Fraternal Order of Police (F.O.P.) Southeastern Lodge #6; he is
30 a member and past president of the South Suburban Association

1 of Chiefs of Police; member, executive board member, and
2 chairman of the gang committee for the Illinois Association of
3 Chiefs of Police; member of the International Association of
4 Chiefs of Police; member and executive board member of the
5 South Suburban Emergency Response Team (SSERT); and serves on
6 the Firearm Training System (FATS) Board; and
 
7     WHEREAS, Chief Shilling is being honored on June 18, 2004
8 for his lifelong commitment to the Riverdale Police Department
9 and to the law enforcement community; therefore, be it
 
10     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that,
12 together with his officers, village board and its employees,
13 friends, family, colleagues, and community, we salute the
14 accomplishments of Chief David W. Shilling and wish him a
15 joyful and meaningful retirement that is well deserved; and be
16 it further
 
17     RESOLVED, That a suitable copy of this resolution be
18 presented to Chief David W. Shilling as a token of our
19 appreciation for his service.
