 1        AN ACT in relation to higher education.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The University of Illinois Act is amended by
 5    adding Section 25 as follows:

 6        (110 ILCS 305/25 new)
 7        Sec. 25.  Limitation on tuition  increase.  This  Section
 8    applies  only  to  those  students who first enroll after the
 9    2003-2004 academic year.  For  4  continuous  academic  years
10    following  initial  enrollment (or for undergraduate programs
11    that require more than 4 years to complete,  for  the  normal
12    time   to   complete   the  program,  as  determined  by  the
13    University), the tuition charged an undergraduate student who
14    is an Illinois resident shall not exceed the amount that  the
15    student  was  charged at the time he or she first enrolled in
16    the University. However, if the student changes majors during
17    this time period, the tuition charged the student shall equal
18    the amount the student would have been charged had he or  she
19    been  admitted  to  the  changed  major  when he or she first
20    enrolled.

21        Section 10.  The Southern Illinois University  Management
22    Act is amended by adding Section 15 as follows:

23        (110 ILCS 520/15 new)
24        Sec.  15.  Limitation  on  tuition increase. This Section
25    applies only to those students who  first  enroll  after  the
26    2003-2004  academic  year.  For  4  continuous academic years
27    following initial enrollment (or for  undergraduate  programs
28    that  require  more  than 4 years to complete, for the normal
29    time  to  complete  the  program,  as   determined   by   the

 1    University), the tuition charged an undergraduate student who
 2    is  an Illinois resident shall not exceed the amount that the
 3    student was charged at the time he or she first  enrolled  in
 4    the University. However, if the student changes majors during
 5    this time period, the tuition charged the student shall equal
 6    the  amount the student would have been charged had he or she
 7    been admitted to the changed  major  when  he  or  she  first
 8    enrolled.

 9        Section  15.  The Chicago State University Law is amended
10    by adding Section 5-120 as follows:

11        (110 ILCS 660/5-120 new)
12        Sec. 5-120.  Limitation on tuition increase. This Section
13    applies only to those students who  first  enroll  after  the
14    2003-2004  academic  year.  For  4  continuous academic years
15    following initial enrollment (or for  undergraduate  programs
16    that  require  more  than 4 years to complete, for the normal
17    time  to  complete  the  program,  as   determined   by   the
18    University), the tuition charged an undergraduate student who
19    is  an Illinois resident shall not exceed the amount that the
20    student was charged at the time he or she first  enrolled  in
21    the University. However, if the student changes majors during
22    this time period, the tuition charged the student shall equal
23    the  amount the student would have been charged had he or she
24    been admitted to the changed  major  when  he  or  she  first
25    enrolled.

26        Section  20.   The  Eastern  Illinois  University  Law is
27    amended by adding Section 10-120 as follows:

29        Sec.  10-120.  Limitation  on  tuition   increase.   This

 1    the  2003-2004 academic year. For 4 continuous academic years
 2    following initial enrollment (or for  undergraduate  programs
 3    that  require  more  than 4 years to complete, for the normal

 5    University), the tuition charged an undergraduate student who
 6    is  an Illinois resident shall not exceed the amount that the

13        Section  25.   The  Governors  State  University  Law  is
14    amended by adding Section 15-120 as follows:

17    Section applies only to those students who first enroll after
18    the 2003-2004 academic year. For 4 continuous academic  years
19    following  initial  enrollment (or for undergraduate programs
20    that require more than 4 years to complete,  for  the  normal
21    time   to   complete   the  program,  as  determined  by  the
22    University), the tuition charged an undergraduate student who
23    is an Illinois resident shall not exceed the amount that  the
24    student  was  charged at the time he or she first enrolled in
25    the University. However, if the student changes majors during
26    this time period, the tuition charged the student shall equal
27    the amount the student would have been charged had he or  she
28    been  admitted  to  the  changed  major  when he or she first
29    enrolled.

30        Section 30.  The Illinois State University Law is amended
31    by adding Section 20-125 as follows:

 2        Sec.  20-125.  Limitation  on  tuition   increase.   This
 3    Section applies only to those students who first enroll after
 4    the  2003-2004 academic year. For 4 continuous academic years
 5    following initial enrollment (or for  undergraduate  programs
 6    that  require  more  than 4 years to complete, for the normal
 7    time  to  complete  the  program,  as   determined   by   the
 8    University), the tuition charged an undergraduate student who
 9    is  an Illinois resident shall not exceed the amount that the
10    student was charged at the time he or she first  enrolled  in
11    the University. However, if the student changes majors during
12    this time period, the tuition charged the student shall equal
13    the  amount the student would have been charged had he or she
14    been admitted to the changed  major  when  he  or  she  first

16        Section  35.  The Northeastern Illinois University Law is
17    amended by adding Section 25-120 as follows:

 1        Section  40.   The  Northern  Illinois  University Law is
 2    amended by adding Section 30-130 as follows:

 3        (110 ILCS 685/30-130 new)
 4        Sec.  30-130.  Limitation  on  tuition   increase.   This
 5    Section applies only to those students who first enroll after
 6    the  2003-2004 academic year. For 4 continuous academic years
 7    following initial enrollment (or for  undergraduate  programs
 8    that  require  more  than 4 years to complete, for the normal
 9    time  to  complete  the  program,  as   determined   by   the
10    University), the tuition charged an undergraduate student who
11    is  an Illinois resident shall not exceed the amount that the
12    student was charged at the time he or she first  enrolled  in
13    the University. However, if the student changes majors during
14    this time period, the tuition charged the student shall equal
15    the  amount the student would have been charged had he or she
16    been admitted to the changed  major  when  he  or  she  first
17    enrolled.

18        Section  45.   The  Western  Illinois  University  Law is
19    amended by adding Section 35-125 as follows:

20        (110 ILCS 690/35-125 new)
21        Sec.  35-125.  Limitation  on  tuition   increase.   This
22    Section applies only to those students who first enroll after
23    the  2003-2004 academic year. For 4 continuous academic years
24    following initial enrollment (or for  undergraduate  programs
25    that  require  more  than 4 years to complete, for the normal
26    time  to  complete  the  program,  as   determined   by   the
27    University), the tuition charged an undergraduate student who
28    is  an Illinois resident shall not exceed the amount that the
29    student was charged at the time he or she first  enrolled  in
