 1                    AMENDMENT TO SENATE BILL 1417

 2        AMENDMENT NO.     .  Amend Senate Bill 1417, AS  AMENDED,
 3    by  replacing  everything  after the enacting clause with the
 4    following:

 5        "Section 5.  The Illinois Insurance Code  is  amended  by
 6    changing Section 356x as follows:

 7        (215 ILCS 5/356x)
 8        Sec.  356x.  Coverage  for  colorectal cancer examination
 9    and screening.
10        (a)  An individual or group policy of accident and health
11    insurance or a managed care plan that is amended,  delivered,
12    issued,  or  renewed  on  or after the effective date of this
13    amendatory Act of the 93rd  General  Assembly  that  provides
14    coverage to a resident of this State must provide benefits or
15    coverage   for   all   colorectal   cancer  examinations  and
16    laboratory tests for colectoral cancer  as  prescribed  by  a
17    physician,  in  accordance with the published American Cancer
18    Society guidelines on colorectal cancer  screening  or  other
19    existing  colectoral  cancer  screening  guidelines issued by
20    nationally  recognized  professional  medical  societies   or
21    federal  government  agencies,  including the National Cancer
22    Institute, the Centers for Disease  Control  and  Prevention,

 1    and the American College of Gastroenterology.
 2        (b)  Coverage  required under this Section may not impose
 3    any  deductible,  coinsurance,  waiting  period,   or   other
 4    cost-sharing  limitation  that  is greater than that required
 5    for other coverage under the policy. An insurer shall provide
 6    in each group policy, contract, or  certificate  of  accident
 7    and  health  insurance amended, delivered, issued, or renewed
 8    covering persons who are residents of this State coverage for
 9    colorectal  cancer  screening  with  sigmoidoscopy  or  fecal
10    occult blood testing once every 3 years for persons  who  are
11    at least 50 years old.
12        (b)  For  persons  who may be classified as high risk for
13    colorectal cancer because the person or a first degree family
14    member of the person has a history of colorectal cancer,  the
15    coverage required under subsection (a) shall apply to persons
16    who have attained at least 30 years of age.
17        (c)  This   Section   does   not   apply  to  agreements,
18    contracts, or policies that provide coverage for a  specified
19    disease or other limited benefit coverage.

21        Section  99.   Effective  date.  This Act takes effect on
22    January 1, 2004.".
