 1        AN ACT in relation to executive agencies.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Civil Administrative Code of Illinois  is
 5    amended  by  changing  Sections 1-5, 5-15, 5-20, and 5-120 as
 6    follows:

21        Sec.  5-20.  Heads of departments.  Each department shall
22    have an officer as its head who shall be known as director or
23    secretary and who shall, subject to  the  provisions  of  the
24    Civil Administrative Code of Illinois, execute the powers and
25    discharge  the  duties vested by law in his or her respective
26    department.
27        The following officers are hereby created:
28        Director of Aging, for the Department on Aging.
29        Director  of   Agriculture,   for   the   Department   of
30    Agriculture.
31        Director   of   Central   Management  Services,  for  the

 7        Section  10.  The  Department  of  Commerce and Community
 8    Affairs Law of the Civil Administrative Code of  Illinois  is
 9    amended  by  changing  Sections 605-1 and 605-5 and by adding
10    Section 605-7 as follows:

12        Sec. 605-1. Article short title. This Article 605 of  the
13    Civil  Administrative  Code  of  Illinois may be cited as the
14    Department of Commerce  and  Economic  Opportunity  Community
15    Affairs Law.

18        Sec.   605-5.   Definitions.  As  used  in  the  Sections
19    following this Section:
20        "Department"  means  the  Department  of   Commerce   and
21    Economic Opportunity Community Affairs.
22        "Director"  means  the  Director of Commerce and Economic
23    Opportunity Community Affairs.
24        "Local  government"  means  every  county,  municipality,
25    township,  school  district,  and   other   local   political
26    subdivision having authority to enact laws and ordinances, to
27    administer  laws and ordinances, to raise taxes, or to expend
28    funds.

 1        (20 ILCS 605/605-7 new)
 2        Sec. 605-7.  Name change. On the effective date  of  this
 3    amendatory  Act of the 93rd General Assembly, the name of the
 4    Department of Commerce and Community Affairs  is  changed  to
 5    the   Department   of   Commerce  and  Economic  Opportunity.
 6    References in any law, appropriation, rule,  form,  or  other
 7    document  (i)  to  the  Department  of Commerce and Community
 8    Affairs or to DCCA are deemed, in appropriate contexts, to be
 9    references  to  the  Department  of  Commerce  and   Economic
10    Opportunity  for  all  purposes  and  (ii) to the Director of
11    Commerce and Community Affairs  are  deemed,  in  appropriate
12    contexts,  to  be  references to the Director of Commerce and
13    Economic Opportunity for all purposes.

14        Section 99.  Effective date.  This Act takes effect  upon
15    becoming law.
