 1        AN ACT in relation to health.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 1.  Short title. This Act may  be  cited  as  the
 5    Unified Health Care System Act.

 6        Section 5.  Definitions. In this Act:
 7        "Commission"   means   the  Unified  Health  Care  System
 8    Commission created under Section 10.
 9        "Employee" means a person who is employed in this  State,
10    whether by a public or a private employer.
11        "Plan"   means   the  Unified  Health  Care  System  Plan
12    developed by the Commission.

13        Section 10.  Unified Health Care System Commission.
14        (a)  The  Unified  Health  Care  System   Commission   is
15    created.  The  Commission  shall  consist  of  the  following
16    members appointed by the Governor:
17             (1)  Five   voting  members  representing  organized
18        labor.
19             (2)  Five voting members representing management.
20             (3)  Three  non-voting  members   representing   the
21        insurance industry.
22             (4)  One    non-voting   member   representing   the
23        Department of Insurance.
24        The Governor shall appoint  non-voting  advisory  members
25    representing  providers  of  health  care  services,  as  the
26    Governor deems appropriate.
27        (b)  The  Department of Insurance shall provide necessary
28    staff support for the Commission.

29        Section 15.  Unified Health Care System  Plan.  With  the

 1    assistance  of  its  advisory  members,  the Commission shall
 2    develop a Unified Health Care System Plan that  provides  for
 3    health  care  coverage  for  every  employee  and  his or her
 4    dependents. The plan shall include, but need not  be  limited
 5    to, the following features:
 6             (1)  The plan shall provide health care coverage for
 7        every employee and his or her dependents.
 8             (2)  The  plan shall be financed by an employer-paid
 9        assessment, in an amount determined  by  the  Commission,
10        for  each  employee.  Every  employer  shall pay the same
11        assessment per employee, regardless of the number of  its
12        employees.
13             (3)  The  plan  shall  allow  an  employer's payment
14        (whether at the employer's initiative or as a  result  of
15        collective bargaining) of all or part of any co-payments,
16        deductible  amounts,  or other employee costs of coverage
17        established by the Commission.
18             (4)  The plan shall allow self-employed  individuals
19        to  purchase  health  care  coverage  under  the plan for
20        themselves and their dependents at cost.
21             (5)  The plan shall include the following  features:
22        negotiation  of  reduced  prescription  drug  prices with
23        pharmaceutical companies; common standards for  hospitals
24        and  other  institutional  and  individual  providers  of
25        health  care services; wellness programs; computerization
26        of  medical  records  and  prescription  drug   ordering;
27        quality measures and quality control; and chronic disease
28        management.

29        Section  20.  Bids.  The  Commission  shall  oversee  the
30    submission and acceptance of bids to administer the plan.

31        Section  25.  Additional  employee  benefits.  Nothing in
32    this Act shall be construed to prohibit an employer's payment

 1    (whether at the employer's  initiative  or  as  a  result  of
 2    collective  bargaining) of all or part of any employee health
 3    or other benefits in addition to  those  included  in  health
 4    care coverage under the plan.
