 1        AN ACT making appropriations and reappropriations.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4                              ARTICLE 1

 5        Division  FY04.  This  Division  contains  appropriations
 6    made for the fiscal year beginning July 1, 2003.

 7        Section  1.  The sum of $2,000,000, or so much thereof as
 8    may be necessary, is appropriated  from  the  Build  Illinois
 9    Bond  Fund  to the Department of Natural Resources for grants
10    and contracts for well plugging and restoration projects. The
11    appropriated  amount  shall  be  in  addition  to  any  other
12    appropriated  amounts  which  can  be  expended   for   these
13    purposes.

14        Section  2.  The sum of $7,000,000, or so much thereof as
15    may be necessary, is appropriated  from  the  Build  Illinois
16    Bond  Fund  to  the  Department  of Natural Resources for the
17    Division of Water Resources for  costs  associated  with  the
18    repair  of  the  Lake  Michigan  shoreline  in  Chicago.  The
19    appropriated  amount  shall  be  in  addition  to  any  other
20    appropriated  amounts  which  can  be  expended   for   these
21    purposes.

22        Section  3.  The sum of $2,000,000, or so much thereof as
23    may be necessary, is appropriated  from  the  Build  Illinois
24    Bond  Fund to the Environmental Protection Agency for deposit
25    into the Brownfields Redevelopment Fund for use  pursuant  to
26    Sections  58.13  and   58.15  of the Environmental Protection
27    Act.

 1        Section 4.  The sum of $10,000,000, or so much thereof as
 2    may be necessary, is appropriated  from  the  Build  Illinois
 3    Bond  Fund to the Environmental Protection Agency for deposit
 4    into the Hazardous Waste Fund for  use  pursuant  to  Section
 5    22.2 of the Environmental Protection Act.

 6                  ILLINOIS COMMUNITY COLLEGE BOARD
 7        Section 5.  The sum of $50,000,000, or so much thereof as
 8    may  be  necessary,  is  appropriated from the Build Illinois
 9    Bond Fund to the Capital Development Board for  the  Illinois
10    Community    College    Board   for   miscellaneous   capital
11    improvements including construction, capital facilities, cost
12    of planning, supplies, equipment,  materials  and  all  other
13    expenses  required  to  complete  the  work  at  the  various
14    community  colleges.   This  appropriated  amount shall be in
15    addition to any  other  appropriated  amounts  which  can  be
16    expended for these purposes.

17                              STATEWIDE

18        Section 6.  The sum of $10,000,000, or so much thereof as
19    may  be  necessary,  is  appropriated from the Build Illinois
20    Bond Fund to the Capital Development Board for  the  Illinois
21    Board   of   Higher   Education   for  miscellaneous  capital
22    improvements including construction, capital facilities, cost
23    of planning, supplies, equipment, materials, services and all
24    other expenses required to complete the work at  the  various
25    universities.  This appropriated  amount shall be in addition
26    to any other appropriated amounts which can be  expended  for
27    these purposes.

13    may  be  necessary,  is  appropriated from the Build Illinois
14    Bond  Fund  to  the  Department  of  Commerce  and   Economic
15    Opportunity  for  a  grant to Argonne National Laboratory for
16    the  Nanotechnology  Institute  for  bondable  infrastructure
17    improvements.  This appropriated amount shall be in  addition
18    to  any  other appropriated amounts which can be expended for
19    these purposes.

20        Section 8.  The sum of $15,000,000, or so much thereof as
21    may be necessary, is appropriated  from  the  Build  Illinois
22    Bond   Fund  to  the  Department  of  Commerce  and  Economic
23    Opportunity for grants  and  loans  pursuant  to  Article  8,
24    Article 9 or Article 10 of the Build Illinois Act.

25        Section  9.  The  following  named  amount,  or  so  much
26    thereof  as  may be necessary, is appropriated from the Build
27    Illinois Bond Fund to the Capital Development Board  for  the
28    Department  of  State  Police  for  the  project  hereinafter
29    enumerated:

 5    enumerated:

 7    For replacing dorm doors......................  $   2,000,000

 8        Division  FY03.  This  Division  contains  appropriations
 9    made for the fiscal year beginning July 1, 2002.

10        Section 1.  The sum of $1,956,026, or so much thereof  as
11    may  be  necessary  and  remains  unexpended  at the close of
12    business on June 30, 2003, from an  appropriation  heretofore
13    made  in  Article  3,  Division FY03, Section 1 of Public Act
14    92-717, is reappropriated from the Build Illinois  Bond  Fund
15    to  the  Department  of  Natural  Resources  for  grants  and
16    contracts  for  well  plugging  and restoration projects. The
17    appropriated  amount  shall  be  in  addition  to  any  other

26    Water  Resources  for costs associated with the repair of the

 5    to the Environmental Protection Agency for deposit  into  the

16    including construction, capital facilities, cost of planning,
17    supplies,  equipment,  materials  and  all   other   expenses
18    required  to  complete  the  work  at  the  various community
19    colleges.  This appropriated amount shall be in  addition  to
20    any  other  appropriated  amounts  which  can be expended for
21    these purposes.

24    may be necessary and  remains  unexpended  at  the  close  of
25    business  on  June 30, 2003, from an appropriation heretofore

27    92-717,  is  reappropriated from the Build Illinois Bond Fund
28    to the Capital Development Board for the  Illinois  Board  of
29    Higher   Education  for  miscellaneous  capital  improvements

14    92-717, is reappropriated from the Build Illinois  Bond  Fund
15    to  the Capital Development Board for a grant to Northwestern
16    University for planning and  construction  of  a  Bio-Medical
17    Research  Facility.   This  appropriated  amount  shall be in
18    addition to any  other  appropriated  amounts  which  can  be
19    expended for these purposes.

20        Section 17.  The sum of $3,000,000, or so much thereof as
21    may  be  necessary  and  remains  unexpended  at the close of
22    business on June 30, 2003, from an  appropriation  heretofore
23    made  in  Article  3, Division FY03, Section 17 of Public Act
24    92-717, is reappropriated from the Build Illinois  Bond  Fund
25    to  the Capital Development Board for a grant to Northwestern
26    University for planning, construction, and  equipment  for  a
27    Nanofabrication  and  Molecular  Center.   This  appropriated
28    amount shall be in addition to any other appropriated amounts
29    which can be expended for these purposes.

30        Section 18.  The sum of $1,415,000, or so much thereof as
31    may  be  necessary  and  remains  unexpended  at the close of

 1    business on June 30, 2003, from an  appropriation  heretofore
 2    made  in  Article  3, Division FY03, Section 18 of Public Act
 3    92-717, is reappropriated from the Build Illinois  Bond  Fund
 4    to  the  Department  of Commerce and Economic Opportunity for
 5    grants to units of  government,  educational  facilities  and
 6    not-for-profit    organizations    for    various    bondable
 7    infrastructure  improvements,  including  but  not limited to
 8    planning,    construction,    reconstruction,     renovation,
 9    utilities,  and equipment.  This appropriated amount shall be
10    in addition to any other appropriated amounts  which  can  be
11    expended for these purposes.

12        Section  20.  The  sum of $17,000,000, or so much thereof
13    as may be necessary and remains unexpended at  the  close  of
14    business  on  June 30, 2003, from an appropriation heretofore
15    made in Article 3, Division FY03, Section 20  of  Public  Act
16    92-717,  is  reappropriated from the Build Illinois Bond Fund
17    to the Department of Commerce and Economic Opportunity for  a
18    grant  to  Argonne National Laboratory for the Nanotechnology

20    appropriated  amount  shall  be  in  addition  to  any  other

25    business on June 30, 2003, from an  appropriation  heretofore

27    92-717, is reappropriated from the Build Illinois  Bond  Fund
28    to  the  Department  of Commerce and Economic Opportunity for
29    grants and loans pursuant to Article 8, Article 9 or  Article
30    10 of the Build Illinois Act.

31        Section  24.  The  sum of $18,000,000, or so much thereof

 1    as may be necessary and remains unexpended at  the  close  of
 2    business  on  June 30, 2003, from an appropriation heretofore
 3    made in Article 3, Division FY03, Section 24  of  Public  Act
 4    92-717,  is  reappropriated from the Build Illinois Bond Fund
 5    to the Department of Natural Resources for grants to  museums
 6    for permanent improvements.

 7        Section 25.  The sum of $2,000,000, or so much thereof as
 8    may  be  necessary  and  remains  unexpended  at the close of
 9    business on June 30, 2003, from an  appropriation  heretofore
10    made  in  Article  3, Division FY03, Section 25 of Public Act
11    92-717, is reappropriated from the Build Illinois  Bond  Fund
12    to   the  Environmental  Protection  Agency  for  grants  and
13    contracts for public drinking water infrastructure, including
14    design and construction, where private drinking  water  wells
15    have been contaminated by a hazardous substance.

16        Section  29.  The  sum of $538,600, or so much thereof as
17    may be necessary  and remains  unexpended  at  the  close  of
18    business  on  June 30, 2003, from an appropriation heretofore
19    made in Article 3, Division FY03, Section 29  of  Public  Act
20    92-717,  is  reappropriated from the Build Illinois Bond Fund
21    to the Department of Commerce and Economic Opportunity for  a
22    grant to Blackburn College for bondable capital improvements.

23        Division  FY02.  This  Division  contains  appropriations
24    initially made for the fiscal year beginning July 1, 2001.

25        Section  1.  The  sum  of $757,674, or so much thereof as
26    may be necessary and  remains  unexpended  at  the  close  of
27    business  on June 30, 2003, from a reappropriation heretofore
28    made in Article 3, Division FY02, Section  1  of  Public  Act
29    92-717,  is  reappropriated from the Build Illinois Bond Fund
30    to  the  Department  of  Natural  Resources  for  grants  and

 1    contracts for well plugging  and  restoration  projects.  The
 2    appropriated  amount  shall  be  in  addition  to  any  other
 3    appropriated   amounts   which  can  be  expended  for  these

 6    may  be  necessary  and  remains  unexpended  at the close of
 7    business on June 30, 2003, from a reappropriation  heretofore
 8    made  in  Article  3,  Division FY02, Section 2 of Public Act
 9    92-717, is reappropriated from the Build Illinois  Bond  Fund
10    to  the  Department  of Natural Resources for the Division of
11    Water Resources for costs associated with the repair  of  the

13    shall  be in addition to any other appropriated amounts which

18    made in Article 3, Division FY02, Section  5  of  Public  Act
19    92-717,  is  reappropriated from the Build Illinois Bond Fund
20    to the Department of Commerce and  Economic  Opportunity  for
21    grants  and loans pursuant to Article 8, Article 9 or Article
22    10 of the Build Illinois Act.

23        Section 6.  The sum of $2,000,000, or so much thereof  as
24    may  be  necessary  and  remains  unexpended  at the close of
25    business on June 30, 2003, from a reappropriation  heretofore
26    made  in  Article  3,  Division FY02, Section 6 of Public Act
27    92-717, is reappropriated from the Build Illinois  Bond  Fund
28    to  the  Capital  Development  Board for a grant to the Field
29    Museum  for  planning,  construction  and  equipment  for   a
30    collection research center.

 3    as may be necessary and remains unexpended at  the  close  of
 4    business  on June 30, 2003, from a reappropriation heretofore
 5    made in Article 3, Division FY02, Section 11  of  Public  Act
 6    92-717,  is  reappropriated from the Build Illinois Bond Fund
 7    to the Capital Development Board for the  Illinois  Community
 8    College   Board   for   miscellaneous   capital  improvements
 9    including construction, capital facilities, cost of planning,
10    supplies,  equipment,  materials  and  all   other   expenses
11    required  to  complete  the  work  at  the  various community
12    colleges.  This appropriated amount shall be in  addition  to
13    any  other  appropriated  amounts  which  can be expended for
14    these purposes.

15        Section 14.  The following  named  amounts,  or  so  much
16    thereof  as  may  be  necessary  and remain unexpended at the
17    close of business on June 30, 2003,  from  a  reappropriation
18    heretofore  made  in  Article 3, Division FY02, Section 14 of
19    Public Act 92-717, are reappropriated from the Build Illinois
20    Bond Fund to the Capital Development Board for the Department
21    of Agriculture for the projects hereinafter enumerated:

11    wastewater compliance grants to units of local government  or

14    Bond Act. These grants are limited to projects for which  the
15    local  government  provides at least 30% of the project cost.
16    There is an approved project compliance plan, and there is an
17    enforceable compliance schedule prior to the grant award. The
18    grant award will be based on eligible project cost  contained
19    in the approved compliance plan.

20        Section  10E.  The amount of $101,572, or so much thereof
21    as may be necessary, and remains unexpended on June 30,  2003
22    from  appropriations  heretofore  made  for  such purposes in
23    Article 3, Division FY91, Section 10E of Public  Act  92-717,
24    as  amended,  is  reappropriated from the Build Illinois Bond
25    Fund to the Capital Development Board for the  University  of
26    Illinois  for  miscellaneous  capital  improvements including
27    construction, reconstruction, remodeling, improvement, repair

18        No contract shall be entered into or obligation  incurred
19    for  any  expenditures  from  the appropriations made in this
20    Article until  after  the  purposes  and  amounts  have  been
21    approved in writing by the Governor.

22        Section  99.   Effective  date.  This Act takes effect on
23    July 1, 2003.
