1     AN ACT concerning the Department of Public Health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Public Health Powers and
5 Duties Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 2310-228 as follows:
 
7     (20 ILCS 2310/2310-228 new)
8     Sec. 2310-228. Nursing workforce database.
9     (a) The Department shall, in consultation with the Illinois
10 Coalition for Nursing Resources, the Illinois Nurses
11 Association, and other nursing associations, establish and
12 administer a nursing workforce database. The database shall be
13 assembled from data currently collected by State agencies or
14 departments that may be released under the Freedom of
15 Information Act and shall be maintained with the assistance of
16 the Department of Professional Regulation, the Department of
17 Labor, the Department of Employment Security, and any other
18 State agency or department with access to nursing
19 workforce-related information.
20     (b) The objective of establishing the database shall be to
21 compile the following data related to the nursing workforce
22 that is currently collected by State agencies or departments
23 that may be released under the Freedom of Information Act:
24         (1) Data on current and projected population
25 demographics and available health indicator data to
26 determine how the population needs relate to the demand for
27 nursing services.
28         (2) Data to create a dynamic system for projecting
29 nurse workforce supply and demand.
30         (3) Data related to the development of a nursing
31 workforce that considers the diversity, educational mix,
32 geographic distribution, and number of nurses needed

1 within the State.
2         (4) Data on the current and projected numbers of nurse
3 faculty who are needed to educate the nurses who will be
4 needed to meet the needs of the residents of the State.
5         (5) Data on nursing education programs within the State
6 including number of nursing programs, applications,
7 enrollments, and graduation rates.
8         (6) Data needed to develop collaborative models
9 between nursing education and practice to identify
10 necessary competencies, educational strategies, and models
11 of professional practice.
12         (7) Data on nurse practice setting, practice
13 locations, and specialties.
14     (c) To accomplish the objectives set forth in subsection
15 (b), data compiled by the Department into a database may be
16 used by the Department, medical institutions and societies,
17 health care facilities and associations of health care
18 facilities, and nursing programs to assess current and
19 projected nursing workforce shortfalls and develop strategies
20 for overcoming them. Notwithstanding any other provision of
21 law, the Department may not disclose any data that it compiles
22 under this Section in a manner that would allow the
23 identification of any particular health care professional or
24 health care facility.
25     (d) Nothing in this Section shall be construed as requiring
26 any health care facility to file or submit any data,
27 information, or reports to the Department or any State agency
28 or department.
29     (e) No later than January 15, 2006, the Department shall
30 submit a report to the Governor and to the members of the
31 General Assembly regarding the development of the database and
32 the effectiveness of its use.
