SENATE JOINT RESOLUTION

 
2     WHEREAS, Diabetes is the sixth leading cause of death in
3 Illinois, and it is the number one cause of heart disease,
4 stroke, blindness, amputation, and kidney disease; and
 
5     WHEREAS, Diabetes is more prevalent in underserved
6 populations; African Americans and Hispanics have nearly twice
7 the incidence of diabetes as whites; in Illinois, diabetes is
8 more prevalent among persons 45 years of age and older than it
9 is in the United States overall; and
 
10     WHEREAS, In Illinois, diabetes costs for Fiscal Year 2004
11 will exceed $6.5 billion; a savings of over $2 billion can be
12 achieved by improving diabetes control through education and
13 proper treatment; and
 
14     WHEREAS, Diabetes self-management and awareness about the
15 disease are necessary elements in keeping diabetes under
16 control and reducing complications; and
 
17     WHEREAS, Through increased knowledge of diabetes and
18 improved patient care of those diagnosed, the lives of
19 individuals living with a disease that has no cure can be
20 improved; therefore, be it
 
21     RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL
22 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
23 CONCURRING HEREIN, that we proclaim and recognize November as
24 Diabetes Month in Illinois.
