AMENDMENT TO HOUSE BILL 1000

2     AMENDMENT NO. ______. Amend House Bill 1000, on page 1,
3 line 5, after "5-102", by inserting "and adding Section
4 5-102a"; and
 
5 on page 11, immediately below line 29, by inserting the
6 following:
 
7     "(775 ILCS 5/5-102a new)
8     Sec. 5-102a. No Civil Rights Violation: Public
9 Accommodations. It is not a civil rights violation for a
10 medical, dental, or other health care professional to refer or
11 refuse to treat or provide services to an individual protected
12 under this Act for any non-discriminatory reason if, in the
13 normal course of his or her operations, the medical, dental, or
14 other health care professional would for the same reason refer
15 or refuse to treat or provide services to an individual who is
16 not protected under this Act and seeks or requires the same or
17 similar treatment or services. A non-discriminatory reason for
18 a medical, dental, or other health care professional to make a
19 referral includes, but is not limited to, a referral of an
20 individual protected under this Act to another medical, dental,
21 or other health care professional if that individual seeks or
22 requires medical, dental, or other health care treatment or
23 services outside of the referring medical, dental, or other
24 health care professional's area of specialization or practice,

1 and if, in the normal course of his or her operations, the
2 referring medical, dental, or other health care professional
3 would make a similar referral for an individual who is not
4 protected under this Act and seeks or requires the same or
5 similar treatment or services.".
