SYNOPSIS AS INTRODUCED:
 
20 ILCS 405/405-280   was 20 ILCS 405/67.15

    Amends the Department of Central Management Services Law. Provides that on and after January 1, 2007 and through December 31, 2009 at least 10% of all new or replacement vehicles purchased by the Department must be capable of running on E85 blend fuel. Requires that on and after January 1, 2010 at least 20% of these vehicles must be capable of running on E85 blend fuel. Provides that the retrofit of an existing Department vehicle so that it runs on E85 blend fuel counts as a replacement vehicle purchased by the Department for the year in which the retrofit occurs. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Central Management Services
5 Law of the Civil Administrative Code of Illinois is amended by
6 changing Section 405-280 as follows:
 
7     (20 ILCS 405/405-280)  (was 20 ILCS 405/67.15)
8     Sec. 405-280. State garages; passenger cars. To supervise
9 and administer all State garages used for the repair,
10 maintenance, or servicing of State-owned motor vehicles except
11 those operated by any State college or university or by the
12 Illinois Mathematics and Science Academy; and to acquire,
13 maintain, and administer the operation of the passenger cars
14 reasonably necessary to the operations of the executive
15 department of the State government. To this end, the Department
16 shall adopt regulations setting forth guidelines for the
17 acquisition, use, maintenance, and replacement of motor
18 vehicles, including the use of ethanol blended gasoline
19 whenever feasible, used by the executive department of State
20 government; shall occupy the space and take possession of the
21 personnel, facilities, equipment, tools, and vehicles that are
22 in the possession or under the administration of the former
23 Department of Administrative Services for these purposes on
24 July 13, 1982 (the effective date of Public Act 82-789); and
25 shall, from time to time, acquire any further, additional, and
26 replacement facilities, space, tools, and vehicles that are
27 reasonably necessary for the purposes described in this
28 Section. On and after January 1, 2007 and through December 31,
29 2009, at least 10% of all new or replacement vehicles purchased
30 by the Department must be capable of running on E85 blend fuel.
31 On and after January 1, 2010, at least 20% of all new or
32 replacement vehicles purchased by the Department must be

1 capable of running on E85 blend fuel. Any existing Department
2 vehicle that is retrofitted to run on E85 blend fuel counts as
3 a replacement vehicle purchased by the Department for the year
