1     AN ACT concerning public aid.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Public Aid Code is amended by
5 adding Section 9A-15 as follows:
 
6     (305 ILCS 5/9A-15 new)
7     Sec. 9A-15. College education assistance; pilot program.
8     (a) Subject to appropriation, the Department of Human
9 Services shall establish a pilot program to provide recipients
10 of assistance under Article IV with additional assistance in
11 obtaining a post-secondary education degree to the extent
12 permitted by the federal law governing the Temporary Assistance
13 for Needy Families Program. This assistance may include, but is
14 not limited to, moneys for the payment of tuition, but the
15 Department may not use any moneys appropriated for the
16 Temporary Assistance for Needy Families Program (TANF) under
17 Article IV to pay for tuition under the pilot program. In
18 addition to criteria, standards, and procedures related to
19 post-secondary education required by rules applicable to the
20 TANF program, the Department shall provide that the time that a
21 pilot program participant spends in post-secondary classes
22 shall apply toward the time that the recipient is required to
23 spend in education, placement, and training activities under
24 this Article.
25     The Department shall define the pilot program by rule,
26 including a determination of its duration and scope, the nature
27 of the assistance to be provided, and the criteria, standards,
28 and procedures for participation.
29     (b) The Department shall enter into an interagency
30 agreement with the Illinois Student Assistance Commission for
31 the administration of the pilot program.
32     (c) The Department shall evaluate the pilot program and

1 report its findings and recommendations after 2 years of its
2 operation to the Governor and the General Assembly, including
3 proposed rules to modify or extend the pilot program beyond the
4 scope and schedule upon which it was originally established.
 
5     Section 99. Effective date. This Act takes effect January
6 1, 2006.
