AMENDMENT TO HOUSE BILL 2421

2     AMENDMENT NO. ______. Amend House Bill 2421, AS AMENDED, by
3 replacing everything after the enacting clause with the
4 following:
 
5     "Section 5. The Illinois Public Aid Code is amended by
6 adding Section 9A-15 as follows:
 
7     (305 ILCS 5/9A-15 new)
8     Sec. 9A-15. College education assistance; pilot program.
9     (a) Subject to appropriation, the Department of Human
10 Services shall establish a pilot program to provide recipients
11 of assistance under Article IV with additional assistance in
12 obtaining a post-secondary education degree to the extent
13 permitted by the federal law governing the Temporary Assistance
14 for Needy Families Program. This assistance may include, but is
15 not limited to, moneys for the payment of tuition, but the
16 Department may not use any moneys appropriated for the
17 Temporary Assistance for Needy Families Program (TANF) under
18 Article IV to pay for tuition under the pilot program. In
19 addition to criteria, standards, and procedures related to
20 post-secondary education required by rules applicable to the
21 TANF program, the Department shall provide that the time that a
22 pilot program participant spends in post-secondary classes
23 shall apply toward the time that the recipient is required to
24 spend in education, placement, and training activities under

1 this Article.
2     The Department shall define the pilot program by rule,
3 including a determination of its duration and scope, the nature
4 of the assistance to be provided, and the criteria, standards,
5 and procedures for participation.
6     (b) The Department shall enter into an interagency
7 agreement with the Illinois Student Assistance Commission for
8 the administration of the pilot program.
9     (c) The Department shall evaluate the pilot program and
10 report its findings and recommendations after 2 years of its
11 operation to the Governor and the General Assembly, including
12 proposed rules to modify or extend the pilot program beyond the
13 scope and schedule upon which it was originally established.
 
14     Section 99. Effective date. This Act takes effect January
15 1, 2006.".
