SYNOPSIS AS INTRODUCED:
 
15 ILCS 305/16 new
20 ILCS 2505/2505-680 new

    Amends the Secretary of State Act and the Department of Revenue Law of the Civil Administrative Code of Illinois. Requires the Secretary of State and the Department of Revenue, in consultation with the Department of State Police, to establish and maintain programs to mail information on missing children to Illinois residents. Provides that, under the program, the Secretary of State and the Department must include information on missing children with certain other forms that it mails to taxpayers in the State. Requires the Department of Revenue to publish on its Internet website photographs and other information concerning missing children.

1     AN ACT concerning missing children.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 3. The Secretary of State Act is amended by adding
5 Section 16 as follows:
 
6     (15 ILCS 305/16 new)
7     Sec. 16. Missing children information. The Secretary of
8 State, in consultation with the Department of Revenue and the
9 Department of State Police, must establish and maintain a
10 program to mail information on missing children to Illinois
11 residents. Under this program, the Secretary of State must
12 include information on missing children with all driver's
13 license and vehicle registration forms that the Secretary mails
14 to taxpayers in the State.
 
15     Section 5. The Department of Revenue Law of the Civil
16 Administrative Code of Illinois is amended by adding Section
17 2505-680 as follows:
 
18     (20 ILCS 2505/2505-680 new)
19     Sec. 2505-680. Missing children information.
20     (a) The Department, in consultation with the Secretary of
21 State and the Department of State Police, must establish and
22 maintain a program to mail information on missing children to
23 Illinois taxpayers. Under this program, the Department must
24 include information on missing children with all individual
25 income tax return forms that it mails to taxpayers in the
26 State. The program must also include methods of distributing
27 the information on missing children to those taxpayers who do
28 not receive individual income tax return forms through the
29 mail.
30     (b) As part of this program, the Department must publish on

3     (c) The Department must adopt rules necessary to implement
4 and administer this Section.
