    Amends the Veterans' Employment Act. Assigns to the Department of Commerce and Economic Opportunity the powers and duties under the Act that were formerly assigned to the Department of Employment Security. Provides that the Director of Commerce and Economic Opportunity shall consult and cooperate with appropriate State agencies, including but not limited to the Department of Employment Security and the Department of Veterans' Affairs, to ensure that there is no duplication of services.

1     AN ACT concerning veterans.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Veterans' Employment Act is amended by
5 changing Sections 3, 5, 6, and 7 as follows:

7     Sec. 3. Definition. For the purposes of this Act,
8 "Director" means the Director of the Department of Commerce and
9 Economic Opportunity Employment Security or its successor
10 agency.

13     Sec. 5. Service centers.
14     (a) The Director shall designate multipurpose service
15 centers for veterans operated by community nonprofit agencies
16 or organizations. To the greatest extent possible, the Director
17 shall rely on such agencies or organizations whose major
18 emphasis has been to provide social services.
19     (b) The Director shall search for such nonprofit agencies
20 or organizations to carry out the programs created under this
21 Act.
22     (c) The Director shall designate the agencies or
23 organizations to carry out such programs.
24     (d) Subject to appropriation, the Director shall begin to
25 provide the necessary funds to the nonprofit agencies or
26 organizations to set up and begin the operation of the
27 multipurpose service centers. Thereafter the Director shall
28 provide the funds appropriated for grants to the centers as the
29 costs of the centers are incurred.
30     (e) The Director shall, with the advice of the staff of the
31 centers, promulgate rules and regulations to implement this

1 Act. Such rules and regulations shall include eligibility of
2 persons for job training programs, the level of stipends for
3 the job training programs, and a sliding fee scale for the
4 service programs.
5     (f) In performing his duties pursuant to this Act, the
6 Director shall consult and cooperate with such State agencies
7 as may be appropriate, including but not limited to the
8 Illinois Department of Employment Security and the Department
9 of Veterans' Affairs to ensure that there is no duplication of
10 services.

13     Sec. 6. (a) The multipurpose service centers shall, after
14 consulting and in cooperation with the Illinois Department of
15 Commerce and Economic Opportunity Employment Security, develop
16 job counseling and placement services by cooperating with
17 federal, State and local governmental agencies and private
18 employers. The services shall include:
19     (1) counseling veterans with respect to appropriate job
20 opportunities;
21     (2) identifying community needs and seeking funding for new
22 public and private sector jobs in relation to this Act;
23     (3) providing veterans with training, skills and referral
24 services to help them to become gainfully employed and
25 independent;
26     (4) developing plans to include more veterans in existing
27 training and placement programs; and
28     (5) referring veterans to agencies which provide
29 information and assistance with respect to health care,
30 financial matters, education, nutrition and legal problems.
31     (b) To the extent possible, the centers shall serve
32 surrounding rural areas through a rural outreach effort.
33     (c) To the extent possible, supervisory, technical and
34 administrative positions relating to the multipurpose service
35 programs shall be filled by veterans.

1     (d) The director of each center shall submit an annual
2 report to the Director. The report shall include evaluations of
3 the effectiveness of the job training, placement and service
4 programs to veterans including the number of persons trained,
5 the number of persons placed in employment, follow-up data on
6 such persons, the number of persons served by the various
7 service programs, and estimates of the cost effectiveness of
8 the various components of the center. The Director shall also
9 require quarterly reports and shall by rule specify the
10 information to be included in the quarterly reports.
11     (e) The director of each center may accept, use and dispose
12 of contributions of money, services and property for the
13 purposes of this Act.

16     Sec. 7. (a) The sponsoring nonprofit agency or organization
17 shall consult and cooperate with the Illinois Department of
18 Commerce and Economic Opportunity Employment Security to
19 ensure that there is no duplication of services, and shall
20 cooperate with federal, State and local agencies to coordinate
21 the multiservice programs established under this Act.
22     (b) The agency or organization and the communities served
23 by programs established under this Act shall provide a total of
24 not less than 5% of the cost of the operation of the centers to
25 supplement monies appropriated to implement and continue this
26 Act.
