1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Central Management Services
5 Law of the Civil Administrative Code of Illinois is amended by
6 changing Section 405-292 as follows:
 
7     (20 ILCS 405/405-292)
8     Sec. 405-292. Business processing reengineering; planning
9 for a more efficient government.
10     (a) The Department shall be responsible for recommending to
11 the Governor efficiency initiatives to reorganize,
12 restructure, and reengineer the business processes of the
13 State. In performing this responsibility the Department shall
14 have the power and duty to do the following:
15         (1) propose the transfer, consolidation,
16     reorganization, restructuring, reengineering, or
17     elimination of programs, processes, or functions in order
18     to attain efficiency in operations and cost savings through
19     the efficiency initiatives; .
20         (2) control the procurement of contracted services in
21     connection with the efficiency initiatives to assist in the
22     analysis, design, planning, and implementation of
23     proposals approved by the Governor to attain efficiency in
24     operations and cost savings; and
25         (3) establish the amount of cost savings to be realized
26     by State agencies from implementing the efficiency
27     initiatives, which shall be paid to the Department for
28     deposit into the Efficiency Initiatives Revolving Fund,
29     except that any cost savings realized by the Illinois
30     Department of Transportation shall be deposited into the
31     State Construction Account Fund.
32     (b) For the purposes of this Section, "State agencies"

1 means all departments, boards, commissions, and agencies of the
2 State of Illinois subject to the Governor.

4     Section 99. Effective date. This Act takes effect upon
5 becoming law.
