AMENDMENT TO HOUSE BILL 4014

2     AMENDMENT NO. ______. Amend House Bill 4014 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Emergency Medical Services (EMS) Systems
5 Act is amended by changing Section 3.10 as follows:
 
6     (210 ILCS 50/3.10)
7     Sec. 3.10. Scope of Services.
8     (a) "Advanced Life Support (ALS) Services" means an
9 advanced level of pre-hospital and inter-hospital emergency
10 care and non-emergency medical services care that includes
11 basic life support care, cardiac monitoring, cardiac
12 defibrillation, electrocardiography, intravenous therapy,
13 administration of medications, drugs and solutions, use of
14 adjunctive medical devices, trauma care, and other authorized
15 techniques and procedures, as outlined in the Advanced Life
16 Support national curriculum of the United States Department of
17 Transportation and any modifications to that curriculum
18 specified in rules adopted by the Department pursuant to this
19 Act.
20     That care shall be initiated as authorized by the EMS
21 Medical Director in a Department approved advanced life support
22 EMS System, under the written or verbal direction of a
23 physician licensed to practice medicine in all of its branches
24 or under the verbal direction of an Emergency Communications

1 Registered Nurse.
2     (b) "Intermediate Life Support (ILS) Services" means an
3 intermediate level of pre-hospital and inter-hospital
4 emergency care and non-emergency medical services care that
5 includes basic life support care plus intravenous cannulation
6 and fluid therapy, invasive airway management, trauma care, and
7 other authorized techniques and procedures, as outlined in the
8 Intermediate Life Support national curriculum of the United
9 States Department of Transportation and any modifications to
10 that curriculum specified in rules adopted by the Department
11 pursuant to this Act.
12     That care shall be initiated as authorized by the EMS
13 Medical Director in a Department approved intermediate or
14 advanced life support EMS System, under the written or verbal
15 direction of a physician licensed to practice medicine in all
16 of its branches or under the verbal direction of an Emergency
17 Communications Registered Nurse.
18     (c) "Basic Life Support (BLS) Services" means a basic level
19 of pre-hospital and inter-hospital emergency care and
20 non-emergency medical services care that includes airway
21 management, cardiopulmonary resuscitation (CPR), control of
22 shock and bleeding and splinting of fractures, as outlined in
23 the Basic Life Support national curriculum of the United States
24 Department of Transportation and any modifications to that
25 curriculum specified in rules adopted by the Department
26 pursuant to this Act.
27     That care shall be initiated, where authorized by the EMS
28 Medical Director in a Department approved EMS System, under the
29 written or verbal direction of a physician licensed to practice
30 medicine in all of its branches or under the verbal direction
31 of an Emergency Communications Registered Nurse.
32     (d) "First Response Services" means a preliminary level of
33 pre-hospital emergency care that includes cardiopulmonary
34 resuscitation (CPR), monitoring vital signs and control of

1 bleeding, as outlined in the First Responder curriculum of the
2 United States Department of Transportation and any
3 modifications to that curriculum specified in rules adopted by
4 the Department pursuant to this Act.
5     (e) "Pre-hospital care" means those emergency medical
6 services rendered to emergency patients for analytic,
7 resuscitative, stabilizing, or preventive purposes, precedent
8 to and during transportation of such patients to hospitals.
9     (f) "Inter-hospital care" means those emergency medical
10 services rendered to emergency patients for analytic,
11 resuscitative, stabilizing, or preventive purposes, during
12 transportation of such patients from one hospital to another
13 hospital.
14     (g) "Non-emergency medical services care" means medical
15 care or monitoring services rendered to patients whose
16 conditions do not meet this Act's definition of emergency,
17 before or during transportation of such patients to or from
18 health care facilities visited for the purpose of obtaining
19 medical or health care services which are not emergency in
20 nature, using a vehicle regulated by this Act.
21     (h) The provisions of this Act shall not apply to the use
22 of an ambulance or SEMSV for a non-medical transport (e.g. to
23 an individual's residence), unless and until emergency or
24 non-emergency medical services are needed during the use of the
25 ambulance or SEMSV such transport.
