Amends the Township Code. Provides that any township committee on the disabled may, subject to the approval of the township board, enter into service agreements to provide needed or required transportation services. Also amends the Illinois Highway Code. Provides that a road district may use money in its district road fund to pay for the costs of transportation programs and mass transit programs for senior citizens and disabled persons (now, senior citizens only). Effective immediately.

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Township Code is amended by changing Section |
5 |
| 225-5 as follows:
|

| (60 ILCS 1/225-5)
|

| Sec. 225-5. Township committee on the disabled.
|
8 |
| (a) The township board may appoint a township committee on |
9 |
| the disabled,
comprised of not more than 10 members, one of |
10 |
| whom shall be a township
trustee appointed by the chairman of |
11 |
| the township board. A majority of the
committee shall be |
12 |
| disabled. The initial members shall serve their terms as
|
13 |
| follows: 3 members for 1 year, 3 members for 2 years, and 3 |
14 |
| members for 3
years. Succeeding members shall serve 3-year |
15 |
| terms. The initial
and succeeding trustee members shall serve |
16 |
| 3-year terms or until termination of
their service as township |
17 |
| trustees, whichever occurs first.

| (b) Members of the committee shall select one of their |
19 |
| number to serve
as chairman and may select other officers |
20 |
| deemed necessary.
|
21 |
| (c) Members of the committee shall serve without |
22 |
| compensation but shall
be allowed necessary expenses incurred |
23 |
| in the performance of their duties
under this Section.
|

| (d) The committee shall cooperate with any appropriate |
25 |
| public or private
entity to develop and administer programs |
26 |
| designed to enhance the
self-sufficiency and quality of life of |
27 |
| disabled citizens residing within the
jurisdiction of the |
28 |
| township.
|

| (e) The committee may receive any available monies from |
30 |
| private
sources. The township board may provide funding from |
31 |
| the township general
fund. The township board may establish and |
32 |
| administer a separate fund
for the committee on the disabled |
