1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by adding Section
5 34-18.33 as follows:
 
6     (105 ILCS 5/34-18.33 new)
7     Sec. 34-18.33. Morgan Park High School; Bogan Computer
8 Technical High School.
9     (a) The board shall prohibit Morgan Park High School and
10 Bogan Computer Technical High School from each having, at any
11 one time, more than the following number of students:
12         (1) For the 2006-2007 school year, 450 students in
13     grade 9.
14         (2) For the 2007-2008 school year, 450 students in each
15     of grades 9 and 10.
16         (3) For the 2008-2009 school year, 450 students in each
17     of grades 9, 10, and 11.
18         (4) For the 2009-2010 school year and each school year
19     thereafter until the high school's total enrollment
20     reaches 1,800 students, 450 students in each of grades 9,
21     10, 11, and 12.
22 Once the high school's total enrollment reaches 1,800 or fewer
23 students, the board shall (i) prohibit the high school from
24 having more than 1,800 students enrolled at any one time and
25 (ii) prohibit students of the high school from leaving school
26 grounds during the lunch hour, except for academic reasons and
27 school-sponsored events.
28     (b) The board shall prohibit Morgan Park High School and
29 Bogan Computer Technical High School from accepting a student
30 for enrollment if the student resides outside the high school's
31 local attendance area, as set by the board, unless the student
32 is enrolled in one of the high school's specialized educational

1 programs for which an additional application is required.
 
2     Section 90. The State Mandates Act is amended by adding
3 Section 8.30 as follows:
 
4     (30 ILCS 805/8.30 new)
5     Sec. 8.30. Exempt mandate. Notwithstanding Sections 6 and 8
6 of this Act, no reimbursement by the State is required for the
7 implementation of any mandate created by this amendatory Act of
8 the 94th General Assembly.
 
9     Section 99. Effective date. This Act takes effect upon
10 becoming law.
