Amends the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to implement the Medical Assistance provisions of the federal Family Opportunity Act (enacted as part of the Deficit Reduction Act of 2005) as soon as possible after the effective date of this amendatory Act. Requires the Department to take all necessary and appropriate steps to try to secure (i) a grant for a demonstration project regarding home and community-based alternatives to psychiatric residential treatment facilities for children, as authorized by the federal Act, and (ii) the location in Illinois of a family-to-family health information center, as authorized by the federal Act. Effective immediately.

| AN ACT concerning public aid.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Public Aid Code is amended by |
5 |
| adding Section 5-26 as follows: |
6 |
| (305 ILCS 5/5-26 new) |

| Sec. 5-26. Federal Family Opportunity Act. |
8 |
| (a) As used in this Section, "the federal Act" means the |
9 |
| federal Family Opportunity Act, enacted as part of the Deficit |
10 |
| Reduction Act of 2005.
|

| (b) The Department of Healthcare and Family Services shall |
12 |
| implement the Medical Assistance provisions of the federal Act |
13 |
| as soon as possible after the effective date of this amendatory |
14 |
| Act of the 94th General Assembly. |
15 |
| (c) As soon as possible after the effective date of this |
16 |
| amendatory Act of the 94th General Assembly, the Department of |
17 |
| Healthcare and Family Services shall take all necessary and |
18 |
| appropriate steps to try to secure (i) a grant for a |
19 |
| demonstration project regarding home and community-based |
20 |
| alternatives to psychiatric residential treatment facilities |
21 |
| for children, as authorized by the federal Act, and (ii) the |
22 |
| location in Illinois of a family-to-family health information |
23 |
| center, as authorized by the federal Act.

| Section 99. Effective date. This Act takes effect upon |
25 |
| becoming law.
