HOUSE RESOLUTION

 
2     WHEREAS, Each year in the United States, over 285,000,000
3 automobile tires require disposal; and
 
4     WHEREAS, Of that figure, only 33,000,000 tires are
5 re-treaded and only 22,000,000 are reused and resold; and
 
6     WHEREAS, Another 42,000,000 are put to various other uses,
7 leaving over 188,000,000 used tires to clog our nation's
8 landfills and to be left in illegal dumps; and
 
9     WHEREAS, The United States Environmental Protection Agency
10 estimates that the current domestic used tire problem amounts
11 to over 3,000,000,000 tires; and
 
12     WHEREAS, Markets that currently use recycled tires are
13 completely saturated and cannot absorb larger quantities of the
14 excess; alternate markets need to be developed; and
 
15     WHEREAS, Various states, including Alaska, Arizona,
16 California, and Tennessee, have been studying the use of scrap
17 tire rubber in asphalt and implementing its use widely for over
18 the past decade; and
 
19     WHEREAS, These programs have yielded wildly successful
20 results in the savings of millions of dollars over time in
21 maintenance and re-paving costs; and
 
22     WHEREAS, Action on this issue now will not only save
23 taxpayers tens of millions of dollars in landfill costs and in
24 road maintenance fees, but will also provide for the public
25 health and safety in environmental terms; therefore, be it
 
26     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
27 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

1 we request that the Illinois Department of Transportation
2 conduct a comprehensive study on the use of scrap tire rubber
3 in the paving practices of the State and all units of local
4 government in the State; and be it further
 
5     RESOLVED, That the results of the study be reported back to
6 the House of Representatives no later than June 1, 2006; and be
7 it further
 
8     RESOLVED, That a copy of this resolution be provided to the
9 Illinois Secretary of Transportation.
