HOUSE RESOLUTION

 
2     WHEREAS, The assessment of real property in one residential
3 sub-division, community, or neighborhood by more than one
4 assessing authority can create an inequity for the property
5 owners in that sub-division, community, or neighborhood; and
 
6     WHEREAS, The inequity occurs because the property is
7 assessed by more than one county; and
 
8     WHEREAS, The Constitution of the State of Illinois provides
9 that the General Assembly may provide by law for fair
10 apportionment of the burden of taxation of property situated in
11 taxing districts that lie in more than one county; and
 
12     WHEREAS, A study into multiple assessing authorities needs
13 to be initiated as soon as possible to alleviate this inequity;
14 and
 
15     WHEREAS, A task force would be able to take time and
16 facilitate the necessary research to look into the problem of
17 multiple assessing authorities; therefore, be it
 
18     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20 there is created the Overlapping Multiple Assessing
21 Authorities Task Force consisting of 8 members: 4 to be
22 appointed by the Speaker of the House of Representatives and 4
23 to be appointed by the Minority Leader of the House of
24 Representatives; in addition, the Task Force shall include as
25 non-voting members, 4 members of the Illinois County Assessment
26 Officers Association to be appointed by the President of the
27 Illinois County Assessment Officers Association and a member
28 designated by the Director of Revenue; and the Task Force
29 members shall not receive any compensation or reimbursement;
30 and be it further

1     RESOLVED, That the Task Force shall meet initially at the
2 call of the Speaker of the House of Representatives, shall
3 select one member as chairperson at its initial meeting, shall
4 thereafter meet at the call of the chairperson, shall hold
5 public hearings, shall receive the assistance of legislative
6 staff, shall solicit the assistance of the Department of
7 Revenue, and shall report its findings and recommendations on
8 how to correct the problem of multiple assessing authorities to
9 the House of Representatives by January 1, 2006; and that upon
10 reporting to the House of Representatives, the Task Force shall
11 be dissolved; and be it further
 
12     RESOLVED, That copies of this resolution be presented to
13 the Speaker of the House of Representatives, the Minority
14 Leader of the House of Representatives, the Director of
15 Revenue, and the President of the Illinois County Assessment
16 Officers Association.
