HOUSE RESOLUTION

 
2     WHEREAS, The members of the House of Representatives of the
3 State of Illinois are pleased to congratulate Decatur Police
4 Chief Mark D. Barthelemy on the occasion of his retirement
5 after 30 years of service; and
 
6     WHEREAS, The Chief began his association with the Decatur
7 Police Department in 1968 as a law enforcement explorer; in
8 1974, he joined the Decatur auxiliary police unit; he was sworn
9 in as a Decatur police patrolman on January 26, 1976; and
 
10     WHEREAS, He is a native of Decatur, holds a B.A. in
11 sociology from Millikin University, and has been an instructor
12 at Richland Community College in law enforcement curriculum; he
13 is a graduate of the 172nd session of the FBI National Academy
14 in Quantico, Virginia; his police experience includes
15 operational service and management of the patrol division,
16 investigation division, and professional standards functions;
17 he has served as coordinator of the department's community
18 policing initiatives and various other community-related
19 programs; he has been the Chief of Police since May of 2001;
20 and
 
21     WHEREAS, Chief Barthelemy has served on the Board of
22 Directors of the Decatur Boys & Girls Club for 18 years,
23 including a 3-year term as President of the Board; he also
24 serves on the boards of the Decatur Community Partnership,
25 Webster-Cantrell Hall, the Decatur Area Convention and
26 Visitors Bureau, and is a member of the International and
27 Illinois Association of Chiefs of Police; he continues to be
28 involved in numerous civic activities relating to
29 Police-Community Relations; and
 
30     WHEREAS, He is also recognized as the Decatur Police
31 Department's official historian, having initiated his research

1 in 1995; currently, he has written the department's history
2 from 1856 through 1924; and
 
3     WHEREAS, He and his wife, Vickie, have four daughters and
4 three grandchildren; he enjoys relaxing at home, cooking out,
5 socializing with friends and spending time with his family;
6 therefore, be it
 
7     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9 we congratulate Decatur Chief of Police Mark D. Barthelemy on
10 the occasion of his retirement after 30 years of service, and
11 we thank him for his many years of service and devotion to the
12 safety of the public; and be it further
 
13     RESOLVED, That a suitable copy of this resolution be
14 presented to Chief Barthelemy as an expression of our esteem
15 and with best wishes for a relaxing retirement.
