HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to honor citizens of the State who
4 have reached a milestone in their lives; and
 
5     WHEREAS, Jeff Ladd has shown a consistent dedication to
6 public service for over thirty years; in 1970, he took a leave
7 from his family construction business to serve as a Member of
8 the Sixth Illinois Constitutional Convention; his service
9 earned him the recognition of the Chicago Daily News as one of
10 the Convention's Twenty Outstanding Delegates; and
 
11     WHEREAS, Mr. Ladd is a partner in the Health Care
12 Department of the Chicago law firm of Bell, Boyd & Lloyd; his
13 practice is concentrated primarily on tax-exempt municipal
14 bonds and health care areas of the law; and
 
15     WHEREAS, Mr. Ladd received a Bachelor of Arts degree with
16 honors, from Loras College; he received his Jurist Doctor
17 degree with honors, in 1973 from IIT/Chicago-Kent College of
18 Law, where he was an editor of the Law Review; he is a member of
19 the American Bar Association, the Chicago Bar Association, the
20 National Association of Bond Lawyers, the American Health
21 Lawyers Association, and the Illinois Association of Hospital
22 Attorneys; and
 
23      Mr. Ladd has been called upon by the Governor of Illinois
24 to serve on administrative boards and commissions in State
25 government; he was appointed by Governor Richard Ogilvie to
26 serve on the Constitutional Implementation Committee, which
27 was created to ascertain and draft any legislation necessary to
28 the implementation of the new State Constitution; he also
29 served as Chairman of the Board of Governors of State Colleges
30 and Universities in Illinois and as a member of the Illinois
31 Board of Higher Education; in 1983 he was appointed as an

1 interim Director of the Regional Transportation Authority
2 prior to assuming the chairmanship of METRA; and
 
3     WHEREAS, In 1991 he was appointed Chairman of the
4 Redistricting Process Review Commission; he was the recipient
5 of the 1995 W. Graham Claytor, Jr. award for Distinguished
6 Service to Passenger Transportation; he was also the City Club
7 of Chicago's 1995 Citizen of the year; Mr. Ladd has been active
8 in his community, having served as President of the Crystal
9 Lake Chamber of Commerce, Chairman of the Crystal Lake United
10 Fund, and was the recipient of the Jaycee's Distinguished
11 Service Award;
 
12     WHEREAS, Mr. Ladd has served as the Chairman of METRA, the
13 commuter rail division of the Regional Transportation
14 Authority, since its inception in 1984; under his leadership
15 METRA is continually cited as the finest commuter rail system
16 in the country; Mr. Ladd recently announced his retirement from
17 METRA; and
 
18     WHEREAS, He has been a resident of McHenry County since
19 1946 where he lives with his wife, Kathleen; they have four
20 sons, Jeff Jr., John, Mark, and Matthew; therefore, be it
 
21     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
22 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
23 we congratulate Jeffrey Ladd on a job well done and wish him
24 continued good success in the future; and be it further
 
25     RESOLVED, That a suitable copy of this resolution be
26 presented to Jeffrey Ladd, along with our sincere regards.
