    Amends the Election Code. In campaign contribution disclosure reports filed on or after July 1, 2005, requires that a judicial candidate's political committee disclose which contributors, if any, or a contributor's employer appeared in an action before the judge as a party or the attorney of a party. Effective immediately.

1     AN ACT concerning campaign finance.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Election Code is amended by changing
5 Sections 9-11, 9-12, 9-13, and 9-14 as follows:
 
6     (10 ILCS 5/9-11)  (from Ch. 46, par. 9-11)
7     Sec. 9-11. Each report of campaign contributions under
8 Section 9-10 shall disclose-
9     (1) the name and address of the political committee;
10     (2) (Blank);
11     (3) the amount of funds on hand at the beginning of the
12 reporting period;
13     (4) the full name and mailing address of each person who
14 has made one or more contributions to or for such committee
15 within the reporting period in an aggregate amount or value in
16 excess of $150, together with the amount and date of such
17 contributions, and if a contributor is an individual who
18 contributed more than $500, the occupation and employer of the
19 contributor or, if the occupation and employer of the
20 contributor are unknown, a statement that the committee has
21 made a good faith effort to ascertain this information;
22     (5) the total sum of individual contributions made to or
23 for such committee during the reporting period and not reported
24 under item (4);
25     (6) the name and address of each political committee from
26 which the reporting committee received, or to which that
27 committee made, any transfer of funds, in any aggregate amount
28 or value in excess of $150, together with the amounts and dates
29 of all transfers;
30     (7) the total sum of transfers made to or from such
31 committee during the reporting period and not reported under
32 item (6);

1     (8) each loan to or from any person within the reporting
2 period by or to such committee in an aggregate amount or value
3 in excess of $150, together with the full names and mailing
4 addresses of the lender and endorsers, if any, and the date and
5 amount of such loans, and if a lender or endorser is an
6 individual who loaned or endorsed a loan of more than $500, the
7 occupation and employer of that individual, or if the
8 occupation and employer of the individual are unknown, a
9 statement that the committee has made a good faith effort to
10 ascertain this information;
11     (9) the total amount of proceeds received by such committee
12 from (a) the sale of tickets for each dinner, luncheon,
13 cocktail party, rally, and other fund-raising events; (b) mass
14 collections made at such events; and (c) sales of items such as
15 political campaign pins, buttons, badges, flags, emblems,
16 hats, banners, literature, and similar materials;
17     (10) each contribution, rebate, refund, or other receipt in
18 excess of $150 received by such committee not otherwise listed
19 under items (4) through (9), and if a contributor is an
20 individual who contributed more than $500, the occupation and
21 employer of the contributor or, if the occupation and employer
22 of the contributor are unknown, a statement that the committee
23 has made a good faith effort to ascertain this information;
24     (11) the total sum of all receipts by or for such committee
25 or candidate during the reporting period; and .
26     (12) if the report is filed by the political committee of a
27 candidate for the office of Supreme, Appellate, or Circuit
28 Court judge, the full name and mailing address of any person or
29 entity who made a contribution of any amount during the
30 reporting period and who has ever appeared in a judicial action
31 before the candidate as a party or the attorney of a party or
32 whose employer has ever appeared in a judicial action before
33 the candidate as a party or the attorney of a party, the name
34 and mailing address of that employer, if any, and the amount of
35 the contribution or aggregate contributions. This item, if

2     The Board shall by rule define a "good faith effort".
3     The reports of campaign contributions filed under this
4 Article shall be cumulative during the reporting period to
5 which they relate.

10 the Board and the county clerk shall be verified, dated, and
11 signed by either the treasurer of the political committee
12 making the report or the candidate on whose behalf the report
13 is made, and shall contain substantially the following:

4 contributions and expenditures under Section 9-10 shall
5 disclose-
6     (1) the name and address of the political committee;
7     (2) (Blank);
8     (3) the amount of funds on hand at the beginning of the
9 reporting period;
10     (4) the full name and mailing address of each person who
11 has made one or more contributions to or for such committee
12 within the reporting period in an aggregate amount or value in
13 excess of $150, together with the amount and date of such
14 contributions, and if the contributor is an individual who

16 contributor or, if the occupation and employer of the

14 entity who made a contribution of any amount during the
15 reporting period who has ever appeared in a judicial action
16 before the candidate as a party or the attorney of a party or
17 whose employer has ever appeared in a judicial action before
18 the candidate as a party or the attorney of a party, the name
19 and mailing address of that employer, if any, and the amount of
20 the contribution or aggregate contributions. This item, if
21 applicable, shall be included in reports filed on or after July
22 1, 2005.

35 excess of $150, the amount, date, and purpose of each such

1 address of, and office sought by, each candidate on whose
2 behalf such expenditure was made;
3     (13) the full name and mailing address of each person to
4 whom an expenditure for personal services, salaries, and
5 reimbursed expenses in excess of $150 has been made, and which
6 is not otherwise reported, including the amount, date, and
7 purpose of such expenditure;
8     (14) the total sum of expenditures made by such committee
9 during the reporting period;
10     (15) the full name and mailing address of each person to
11 whom the committee owes debts or obligations in excess of $150,
12 and the amount of such debts or obligations.

10     Section 99. Effective date. This Act takes effect upon
11 becoming law.
