AMENDMENT TO SENATE BILL 318

    AMENDMENT NO. ______. Amend Senate Bill 318 by replacing

everything after the enacting clause with the following:

    "Section 5. The Heart of Illinois Regional Port District 
5
Act is amended  by changing Section 100 as follows:

    (70 ILCS 1807/100)

    Sec. 100. Heart of Illinois Regional Port District Board; 
8
compensation. The governing and administrative body of the 
9
district shall be a board
consisting of 9
members, to be known 
10
as the Heart of Illinois Regional Port District Board.
Members 
11
of
the Board shall be residents of a county whose territory, in 
12
whole or in part,
is embraced
by the district and persons of 
13
recognized business ability. The members of the
Board
shall not 
14
receive compensation for their services.
Each member shall be 
15
reimbursed for
actual expenses incurred in the performance of 
16
his or her duties. Any person
who is
appointed to the office of 
17
secretary or treasurer of the Board may receive
compensation 
18
for services as an officer, as determined by the Board. No 
19
member
of
the Board or employee of the district shall have any 
20
private financial
interest, profit,
or benefit in any contract, 
21
work, or business of the district or in the sale or
lease of

22
any property to or from the district, except to the extent 
23
allowed under the Public Officer Prohibited Activities Act (50 
24
ILCS 105/).

    Section 99. Effective date. This Act takes effect upon
