    AMENDMENT NO. ______. Amend Senate Bill 431 as follows:

on page 15,  by replacing lines 5 through 17 with the following:

"subsection (a) of this Section, at any pollution control 
5
facility where
in which the Agency finds that an emergency 
6
condition exists creating an immediate danger to public health 
7
or welfare or the environment, the Agency may seal any 
8
equipment, vehicle, vessel, aircraft, or other facility 
9
contributing to the emergency condition.".
