1     AN ACT concerning aging.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Older Adult Services Act is amended by
5 changing Section 5 as follows:
 
6     (320 ILCS 42/5)
7     Sec. 5. Purpose. The purpose of this Act is to promote a
8 transformation of Illinois' comprehensive system of older
9 adult services from funding a primarily facility-based service
10 delivery system to primarily a home-based and community-based
11 system, taking into account the continuing need for
12 twenty-four-hour 24-hour skilled nursing care and congregate
13 housing with services. Such restructuring shall encompass the
14 provision of housing, health, financial, and supportive older
15 adult services. It is envisioned that this restructuring will
16 promote the development, availability, and accessibility of a
17 comprehensive, affordable, and sustainable service delivery
18 system that places a high priority on home-based and
19 community-based services. Such restructuring will encompass
20 all aspects of the delivery system regardless of the setting in
21 which the service is provided.
