SYNOPSIS AS INTRODUCED:
 
210 ILCS 85/11.6 new

    Amends the Hospital Licensing Act. Provides that every hospital shall request that each maternity patient, and each father of a newborn child, if available, view a video presentation, approved by the Director of Public Health, concerning (i) the dangers of shaking infants and young children and (ii) the symptoms of shaken baby syndrome. Requires the hospital to request that a maternity patient or father sign a form stating that she or he has viewed the video presentation or has refused to view it; requires the hospital to forward the signed forms to the Department of Public Health. Requires the Department to provide all training materials and forms required to implement these provisions.

1     AN ACT concerning regulation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Hospital Licensing Act is amended by adding
5 Section 11.6 as follows:
 
6     (210 ILCS 85/11.6 new)
7     Sec. 11.6. Shaken baby syndrome; training for parents.
8     (a) Every hospital shall request that each maternity
9 patient, and each father of a newborn child, if available, view
10 a video presentation, approved by the Director, concerning (i)
11 the dangers of shaking infants and young children and (ii) the
12 symptoms of shaken baby syndrome.
13     (b) After a maternity patient or father has viewed a video
14 presentation as described in subsection (a), the hospital shall
15 request that the maternity patient or father sign a form
16 stating that she or he has viewed the video presentation. If a
17 maternity patient or father refuses to view such a video
18 presentation, the hospital shall request that the maternity
19 patient or father sign a form stating that she or he has
20 refused to view the video presentation. Promptly after the end
21 of each calendar quarter, the hospital shall forward to the
22 Department all such forms signed during that quarter.
23     (c) The Department shall provide all training materials and
24 forms required to implement this Section.
