1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Interagency Coordinating Council Act is
5 amended by changing Section 3 as follows:
 
6     (20 ILCS 3970/3)  (from Ch. 127, par. 3833)
7     Sec. 3. Scope and Functions. The Interagency Coordinating
8 Council shall:
9     (a) gather and coordinate data on services for secondary
10 age youth with disabilities in transition from school to
11 employment, post-secondary education and training, and
12 community living;
13     (b) provide information, consultation, and technical
14 assistance to State and local agencies and local school
15 districts involved in the delivery of services to youth with
16 disabilities in transition from secondary school programs to
17 employment and other post-secondary programs;
18     (c) assist State and local agencies and school districts,
19 through local transition planning committees, in establishing
20 interagency agreements to assure the necessary services for
21 efficient and appropriate transition from school to
22 employment, post-secondary education and training, and
23 community living;
24     (d) conduct an annual statewide evaluation of student
25 transition outcomes and needs from information collected from
26 local transition planning committees, school districts, and
27 other appropriate sources; indicators used to evaluate
28 outcomes shall include (i) high school graduation or passage of
29 the Test of General Educational Development, (ii)
30 participation in post-secondary education, including
31 continuing and adult education, (iii) involvement in
32 integrated employment, supported employment, and work-based

1 learning activities, including vocational training, and (iv)
2 independent living, community participation, adult services,
3 and other post-secondary activities; and
4     (e) provide periodic in-service training to consumers in
5 developing and improving awareness of transition services;
6 and .
7     (f) develop a comprehensive plan to increase the
8 availability of school personnel in this State with LBS II -
9 Transition Specialist certification and implement this plan
10 beginning no later than September 1, 2006.
