AMENDMENT TO SENATE BILL 880

2     AMENDMENT NO. ______. Amend Senate Bill 880 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Board of Higher Education Act is amended by
5 adding Section 9.31 as follows:
 
6     (110 ILCS 205/9.31 new)
7     Sec. 9.31. Collaborative Baccalaureate Degree Development
8 Grant Program.
9     (a) The Board shall implement and administer a grant
10 program, subject to appropriation, to be referred to as the
11 Collaborative Baccalaureate Degree Development Grant Program,
12 to help deliver upper division courses and bachelor's degree
13 programs offered by bachelor's degree-granting colleges and
14 universities at a location geographically convenient to
15 student populations currently being served by existing public
16 community colleges. The Board shall adopt rules regarding
17 eligibility criteria and a process for the annual application
18 and awarding of grants. The grant application and award process
19 shall be as efficient as possible to encourage collaborative
20 applications and shall include consideration of existing
21 programs and facilities.
22     (b) A grant application must be jointly submitted by one
23 public community college and one or more public or private,
24 not-for-profit, 4-year colleges or universities.

1     (c) Grants may be used for any combination of the
2 following:
3         (1) Instructional space on or near a community college.
4         (2) Required training and advanced education of
5     faculty for the new programs.
6         (3) Instructional technology tools.
7         (4) Marketing and promotion for joint efforts.
8         (5) Other purposes related to the collaboration
9     efforts, as allowed by the Board's program rules.
10     (d) In order to better ensure the commitment of the
11 partnering institutions, the Board shall require that each
12 partnering institution (both the community college and the
13 4-year institution or institutions) must also invest in the
14 partnership. Each grant application must include how the
15 State's grant will be matched by dollars from the partner
16 institutions. The combined investment of the partner
17 institutions must equal no less than 50% of the amount of the
18 grant.
19     (e) The Board shall adopt any rules that are necessary for
20 the implementation of this Section.".
