AMENDMENT TO SENATE BILL 931

2     AMENDMENT NO. ______. Amend Senate Bill 931, AS AMENDED,
3 with reference to page and line numbers of House Amendment No.
4 1, on page 7, line 22, after "45", by inserting "and adding
5 Section 65.80"; and
 
6 on page 10, immediately below line 8, by inserting the
7 following:
 
8     "(110 ILCS 947/65.80 new)
9     Sec. 65.80. Forensic science grant program.
10     (a) In order to encourage graduate students to enter the
11 field of forensic science and continue their careers as
12 forensic scientists with the Department of State Police in one
13 of the specialty areas of forensic sciences that is considered
14 a shortage specialty area, the Commission shall, subject to
15 appropriation, establish and annually administer a forensic
16 science grant program.
17     (b) A qualified applicant may receive a maximum grant
18 amount of $30,000 to cover those expenses related to the
19 forensic science program in which he or she is enrolled.
20     (c) The Commission shall, on an annual basis, receive and
21 consider applications for grant assistance under the program.
22 An applicant is eligible for a grant under the program if the
23 Commission finds that the applicant:
24         (1) is a United States citizen or permanent resident;

1         (2) is a resident of Illinois or will be a resident of
2     Illinois upon completion of the forensic science program;
3         (3) is enrolled on a full-time basis in a minimum
4     one-year program that combines graduate education with
5     training in a specific forensic discipline in a manner
6     equivalent to the Department of State Police's new examiner
7     training so as to prepare him or her to do casework; and
8         (4) meets or will meet all of the evaluation criteria
9     required by the Department of State Police for employment.
10     (d) Prior to receiving grant assistance for any academic
11 year, each recipient shall be required by the Commission to
12 sign an agreement under which the recipient pledges to seek
13 employment as a forensic scientist with the Department of State
14 Police and, if such employment is obtained, to continue as an
15 employee of the Department of State Police for a minimum period
16 of 4 years. If a recipient of a grant under this Section fails
17 to fulfill the employment obligation, the Commission shall
18 require that the recipient repay the amount of the grant award,
19 prorated according to the fraction of the obligation not
20 completed, plus interest at a rate of 5% and, if applicable,
21 reasonable collection fees, as established by the Commission.
22     (e) A recipient of a grant award under this Section shall
23 not be in violation of the agreement entered into pursuant to
24 subsection (d) of this Section if the Department of State
25 Police is unable to offer employment to the recipient. The
26 Commission may adopt rules relating to other conditions under
27 which a recipient is not considered to be in violation of the
28 agreement entered into pursuant to subsection (d) of this
29 Section. Any extension of the period during which the
30 employment requirement under subsection (d) of this Section
31 must be fulfilled shall be subject to the limitations of
32 duration established by the Commission.
33     (f) The Commission and the Department of State Police shall
34 adopt all rules that are necessary for the implementation and

1 administration of this Section.".
