1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Section 12-610.5 and adding Section 18c-7406 as follows:
 
6     (625 ILCS 5/12-610.5)
7     Sec. 12-610.5. Registration Tinted registration plate
8 covers.
9     (a) In this Section, "registration plate cover" means any
10 tinted, colored, painted, marked, clear, or illuminated object
11 that is designed to:
12         (1) cover any of the characters of a motor vehicle's
13     registration plate; or
14         (2) distort a recorded image of any of the characters
15     of a motor vehicle's registration plate recorded by an
16     automated red light enforcement system as defined in
17     Section 1-105.5 of this Code or recorded by an automated
18     traffic control system as defined in Section 15 of the
19     Automated Traffic Control Systems in Highway Construction
20     or Maintenance Zones Act.
21     (b) (a) It shall be unlawful to operate any motor vehicle
22 that is equipped with tinted plastic or tinted glass
23 registration plate covers.
24     (c) A person may not sell or offer for sale a registration
25 plate cover.
26     (d) A person may not advertise for the purpose of promoting
27 the sale of registration plate covers.
28     (e) (b) A violation of this Section or a similar provision
29 of a local ordinance shall be an offense against laws and
30 ordinances regulating the movement of traffic.

1     (625 ILCS 5/18c-7406 new)
2     Sec. 18c-7406. Closure of at-grade crossings; bicycle and
3 pedestrian trails. When considering the closure of an at-grade
4 railroad crossing to public use, the Commission shall consider
5 the status of the crossing as an element of a bicycle and
6 pedestrian trail funded under the federal Transportation
7 Equity Act for the 21st Century (TEA-21) and its successor
8 Acts.
 
9     Section 99. Effective date. This Act takes effect upon
10 becoming law, except that the changes to Section 12-610.5 of
11 the Illinois Vehicle Code take effect on January 1, 2006.
