AMENDMENT TO SENATE BILL 1666

2     AMENDMENT NO. ______. Amend Senate Bill 1666 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Illinois Vehicle Code is amended by
5 changing Sections 3-609.1, 3-623, 3-628, 3-642, and 3-806.4 as
6 follows:
 
7     (625 ILCS 5/3-609.1)  (from Ch. 95 1/2, par. 3-609.1)
8     Sec. 3-609.1. Congressional Medal of Honor plates. Any
9 resident of the State of Illinois who has been awarded the
10 Congressional Medal of Honor, or an Illinois resident who is
11 the surviving spouse of a person who was awarded the Medal of
12 Honor, may make application for the registration of a motor
13 vehicle owned solely or in part by such recipient, to the
14 Secretary of State without the payment of any registration fee.
15 Registration shall be for a multi-year period effective from
16 issuance. The Secretary of State shall furnish at his office at
17 no cost to such Congressional Medal of Honor recipients, plates
18 bearing up to 3 letters designating the recipient's initials
19 followed by the letters C M H signifying the Congressional
20 Medal of Honor. The plate shall be suitable for attachment to a
21 motor vehicle or motorcycle registered under this Code.

1     Sec. 3-623. Purple Heart Plates. The Secretary, upon
2 receipt of an application made in the form prescribed by the
3 Secretary of State, may issue to recipients awarded the Purple
4 Heart by a branch of the armed forces of the United States who
5 reside in Illinois, special registration plates. The
6 Secretary, upon receipt of the proper applications, may also
7 issue these special registration plates to an Illinois resident
8 who is the surviving spouse of a person who was awarded the
9 Purple Heart by a branch of the armed forces of the United
10 States. The special plates issued pursuant to this Section
11 should be affixed only to passenger vehicles of the 1st
12 division, including motorcycles, or motor vehicles of the 2nd
13 division weighing not more than 8,000 pounds.
14     The design and color of such plates shall be wholly within
15 the discretion of the Secretary of State. Appropriate
16 documentation, as determined by the Secretary, and the
17 appropriate registration fee shall accompany the application.
18 However, for an individual who has been issued Purple Heart
19 plates for a vehicle and who has been approved for benefits
20 under the Senior Citizens and Disabled Persons Property Tax
21 Relief and Pharmaceutical Assistance Act, the annual fee for
22 the registration of the vehicle shall be as provided in Section
23 3-806.3 of this Code.

27     Sec. 3-628. Bronze Star plates.
28     (a) Beginning January 1, 1996, in addition to any other
29 special license plate, the Secretary, upon receipt of all
30 applicable fees and applications made in the form prescribed by
31 the Secretary of State, may issue special registration plates
32 to residents of Illinois who have been awarded the Bronze Star
33 by the United States Armed Forces. The Secretary, upon receipt

1 of the proper applications and fees, may also issue these
2 special registration plates to an Illinois resident who is the
3 surviving spouse of a person who was awarded the Bronze Star by
4 a branch of the armed forces of the United States. The special
5 plate issued under this Section shall be affixed only to
6 passenger vehicles of the first division, motorcycles, or motor
7 vehicles of the second division weighing not more than 8,000
8 pounds. Plates issued under this Section shall expire according
9 to the staggered multi-year procedure established by Section
10 3-414.1 of this Code.
11     (b) The design, color, and format of the plates shall be
12 wholly within the discretion of the Secretary of State. The
13 Secretary may, in his or her discretion, allow the plates to be
14 issued as vanity plates or personalized in accordance with
15 Section 3-405.1 of this Code. The plates are not required to
16 designate "Land Of Lincoln", as prescribed in subsection (b) of
17 Section 3-412 of this Code. The Secretary shall prescribe the
18 eligibility requirements and, in his or her discretion, shall
19 approve and prescribe stickers or decals as provided under
20 Section 3-412.

25     Sec. 3-642. Silver Star plates.
26     (a) The Secretary, upon receipt of all applicable fees and
27 applications made in the form prescribed by the Secretary, may
28 issue special registration plates to residents of Illinois who
29 have been awarded the Silver Star by the United States Armed
30 Forces. The Secretary, upon receipt of the proper applications
31 and fees, may also issue these special registration plates to
32 an Illinois resident who is the surviving spouse of a person
33 who was awarded the Silver Star by a branch of the armed forces

1 of the United States. The special plate issued under this
2 Section shall be affixed only to passenger vehicles of the
3 first division, motorcycles, or motor vehicles of the second

22     Sec. 3-806.4. Gold Star recipients. Commencing with the
23 1991 registration year and through the 2006 registration year,
24 upon proper application, the Secretary of State shall issue one
25 pair of registration plates to any Illinois resident, who as
26 the surviving widow or widower, or in the absence thereof, as
27 the surviving parent, is awarded the Gold Star by the United
28 States in recognition of spouses or children who served in the
29 Armed Forces of the United States and lost their lives while in
30 service whether in peacetime or war. Commencing with the 2007
31 registration year, upon proper application, the Secretary of
32 State shall issue one pair of registration plates to any
33 Illinois resident, who as the surviving widow, widower, or

1 parent, is awarded the Gold Star by the United States in
2 recognition of spouses or children who served in the Armed
3 Forces of the United States and lost their lives while in
4 service whether in peacetime or war. If the parent no longer
5 survives, the Secretary of State shall issue the plates to a
6 surviving sibling, of the person who served in the Armed
7 Forces, who is an Illinois resident. No more than one set of
8 plates shall be issued for each Gold Star awarded, and only one
9 surviving parent, or in the absence of a surviving parent, only
10 one surviving sibling shall be issued a set of registration
11 plates, except for those surviving parents who, as recipients
12 of the Gold Star, have legally separated or divorced, in which
13 case each surviving parent shall be allowed one set of
14 registration plates. Registration plates issued under this
15 Section shall be for first division vehicles and second
16 division vehicles of 8,000 pounds or less. An applicant shall
17 be charged a $15 fee for the original issuance in addition to
18 the appropriate registration fee which shall be deposited into
19 the Road Fund to help defray the administrative processing
20 costs.
