SYNOPSIS AS INTRODUCED:

    Amends the State Finance Act. Provides that "travel" does not include any expenses incurred while outside the State of Illinois if at any time between leaving Illinois and returning to Illinois the person prepared for, organized, or participated in any political fundraising activity. Effective immediately.

1     AN ACT concerning finance.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by changing
5 Sections 12 and 16 as follows:
 
6     (30 ILCS 105/12)  (from Ch. 127, par. 148)
7     Sec. 12. Each voucher for traveling expenses shall indicate
8 the purpose of the travel as required by applicable travel
9 regulations, shall be itemized and shall be accompanied by all
10 receipts specified in the applicable travel regulations and by
11 a certificate, signed by the person incurring such expense,
12 certifying that the amount is correct and just; that the
13 detailed items charged for subsistence were actually paid; that
14 the expenses were occasioned by official business or
15 unavoidable delays requiring the stay of such person at hotels
16 for the time specified; that the journey was performed with all
17 practicable dispatch by the shortest route usually traveled in
18 the customary reasonable manner; if out of State, that the
19 person did not prepare for, organize, or participate in any
20 political fundraising activity at any time between leaving
21 Illinois and returning to Illinois; and that such person has
22 not been furnished with transportation or money in lieu
23 thereof; for any part of the journey therein charged for.
24     An information copy of each voucher covering a claim by a
25 person subject to the official travel regulations promulgated
26 under Section 12-2 for travel reimbursement involving an
27 exception to the general restrictions of such travel
28 regulations shall be filed with the applicable travel control
29 board which shall consider these vouchers, or a report thereof,
30 for approval. Amounts disbursed for travel reimbursement
31 claims which are disapproved by the applicable travel control
32 board shall be refunded by the traveler and deposited in the

1 fund or account from which payment was made.

4     Sec. 16. The item "travel" when used in an appropriation
5 act, shall include any expenditure directly incident to
6 official travel by State officers, commission members and
7 employees or by wards or charges of the State, involving
8 reimbursement to travelers, or direct payment to private
9 agencies providing transportation or related services. Through
10 June 30, 1994, the item "travel" may also include any
11 expenditure to, or approved by, the Department of Central
12 Management Services for video conferencing. On and after the
13 effective date of this amendatory Act of the 94th General
14 Assembly, "travel" does not include any expenses incurred while
15 outside the State of Illinois if at any time between leaving
16 Illinois and returning to Illinois the person prepared for,
17 organized, or participated in any political fundraising
18 activity.
