SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-664 new

    Amends the Illinois Vehicle Code and the State Finance Act. Creates the Illinois Professional Golfers Association Foundation Junior Golf Fund as a special fund in the State treasury. Provides for the issuance of Illinois Professional Golfers Association Foundation Junior Golf license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $40 at original issuance and at renewal. Provides that $25 of the additional original issuance fee and $38 of the renewal fee shall be deposited into the Illinois Professional Golfers Association Foundation Junior Golf Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the Illinois Professional Golfers Association Foundation Junior Golf Fund shall be paid as grants to the Illinois Professional Golfers Association Foundation to help Association members expose Illinois youngsters to the game of golf. Effective immediately.

1     AN ACT regarding transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.663 as follows:
 
6     (30 ILCS 105/5.663 new)
7     Sec. 5.663. The Illinois Professional Golfers Association
8 Foundation Junior Golf Fund.
 
9     Section 10. The Illinois Vehicle Code is amended by adding
10 Section 3-664 as follows:
 
11     (625 ILCS 5/3-664 new)
12     Sec. 3-664. Illinois Professional Golfers Association
13 Foundation Junior Golf license plates.
14     (a) The Secretary, upon receipt of all applicable fees and
15 applications made in the form prescribed by the Secretary, may
16 issue special registration plates designated as Illinois
17 Professional Golfers Association Foundation Junior Golf
18 license plates.
19     The special plates issued under this Section shall be
20 affixed only to passenger vehicles of the first division or
21 motor vehicles of the second division weighing not more than
22 8,000 pounds.
23     Plates issued under this Section shall expire according to
24 the multi-year procedure established by Section 3-414.1 of this
25 Code.
26     (b) The design and color of the special plates shall be
27 wholly within the discretion of the Secretary. Appropriate
28 documentation, as determined by the Secretary, shall accompany
29 each application.
30     (c) An applicant for the special plate shall be charged a

1 $40 fee for original issuance in addition to the appropriate
2 registration fee. Of this fee, $25 shall be deposited into the
3 Illinois Professional Golfers Association Foundation Junior
4 Golf Fund and $15 shall be deposited into the Secretary of
5 State Special License Plate Fund, to be used by the Secretary
6 to help defray the administrative processing costs.
7     For each registration renewal period, a $40 fee, in
8 addition to the appropriate registration fee, shall be charged.
9 Of this fee, $38 shall be deposited into the Illinois
10 Professional Golfers Association Foundation Junior Golf Fund
11 and $2 shall be deposited into the Secretary of State Special
12 License Plate Fund.
13     (d) The Illinois Professional Golfers Association
14 Foundation Junior Golf Fund is created as a special fund in the
15 State treasury. All moneys in the Illinois Professional Golfers
16 Association Foundation Junior Golf Fund shall be paid, subject
17 to appropriation by the General Assembly and approval by the
18 Secretary, as grants to the Illinois Professional Golfers
19 Association Foundation to help Association members expose
20 Illinois youngsters to the game of golf.
 
21     Section 99. Effective date. This Act takes effect upon
22 becoming law.
