1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Civic Center Code is amended by changing
5 Section 280-20 as follows:
 
6     (70 ILCS 200/280-20)
7     Sec. 280-20. Rights and powers. The Authority shall have
8 the following rights and powers:
9     (a) To purchase, own, construct, lease as lessee or in any
10 other way acquire, improve, extend, repair, reconstruct,
11 regulate, operate, equip and maintain fair and expositions
12 grounds, convention or exhibition centers, civic auditoriums,
13 including sites and parking areas and facilities therefor
14 located within the metropolitan area and office buildings, if
15 such buildings are acquired as part of the main auditorium
16 complex;
17     (b) To plan for such grounds, centers and auditoriums and
18 to plan, sponsor, hold, arrange and finance fairs, industrial,
19 cultural, educational, theatrical, sports, trade and
20 scientific exhibits, shows and events and to use or allow the
21 use of such grounds, centers and auditoriums for the holding of
22 fairs, exhibits, shows and events whether conducted by the
23 Authority or some other person or governmental agency;
24     (c) To exercise the right of eminent domain to acquire
25 sites for such grounds, centers and auditoriums, and parking
26 areas and facilities in the manner provided for the exercise of
27 the right of eminent domain under Article VII of the Code of
28 Civil Procedure, as amended;
29     (d) To fix and collect just, reasonable and
30 nondiscriminatory charges for the use of such parking areas and
31 facilities, grounds, centers and auditoriums and admission
32 charges to fairs, shows, exhibits and events sponsored or held

1 by the Authority. The charges collected may be made available
2 to defray the reasonable expenses of the Authority and to pay
3 the principal of and the interest on any bonds issued by the
4 Authority;
5     (d-5) To sell the following real property and retain the
6 proceeds from the sale: the 2 Rialto Square Building at the
7 southeast corner of Chicago Street and Clinton Street, legally
8 described as follows: Lot 1 and Lot 2 in Block 3 in East Juliet
9 (now Joliet) in the City of Joliet in Will County, Illinois;
10 and
11     (e) To enter into contracts treating any manner with the
12 objects and purposes of this Article.

14     Section 99. Effective date. This Act takes effect upon
15 becoming law.
