AMENDMENT TO SENATE JOINT RESOLUTION 13

2     AMENDMENT NO. ___. Amend Senate Joint Resolution 13 on page
3 2, below line 29, by inserting the following:
4     "WHEREAS, In addition to privatization, federal
5 policymakers are now considering "Progressive Indexing" as a
6 reform to address the future solvency of Social Security by
7 slowing the growth of future Social Security benefits for
8 middle-wage and high-wage workers; and"
 
9 on page 3, by replacing lines 23 through 26 with the following:
10     "RESOLVED, That the Commission on Government Forecasting
11 and Accountability conduct an actuarial study of "Progressive
12 Indexing" and the effect this proposal could have on future
13 State pension payments to middle-wage and high-wage employees
14 who could see the growth of their Social Security benefits
15 reduced by "Progressive Indexing" and report the results of its
16 study to the General Assembly by January 1, 2006; and be it
17 further
 
18     RESOLVED, That copies of this resolution be sent to the
19 President pro tempore of the U.S. Senate, the Speaker of the
20 U.S. House of Representatives, each member of the Illinois
21 congressional delegation, and the Commission on Government
22 Forecasting and Accountability.".
