    AN ACT concerning appropriations.

 

        Be it enacted by the People of the State of Illinois, represented in the General Assembly:

 

 

    Section 5.  If and only if House Bill 5701 of the 95th General Assembly becomes law, then “An Act concerning appropriations” (House Bill 5701 of the 95th General Assembly) is amended by changing Section 5 of Article 48 as follows:

    Sec. 5.  No monies may be expended from any appropriation or reappropriation under any section Sections 10, 15, 20, 25, 30, 35, 40, 45, 50, 55, 60, 65, 70 and 75 of this Article 48 unless a grant or contractual agreement for the expenditure was agreed to in writing prior to August 31, 2007.  The Comptroller shall not approve the expenditure until he or she receives a copy of that signed grant or contractual agreement.  The Comptroller shall keep a copy of any such grant or contractual agreement he or she receives.

 

Section 99. Effective date. This Act takes effect immediately.
