SYNOPSIS AS INTRODUCED:
 
25 ILCS 10/7 new

    Amends the General Assembly Operations Act. During a person's lifetime, limits that person to a total of 10 years of service in partisan caucus offices in both houses of the General Assembly. Does not apply to the offices of President of the Senate and Speaker of the House of Representatives. Does not apply to service before the bill's effective date.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The General Assembly Operations Act is amended
5 by adding Section 7 as follows:
 
6     (25 ILCS 10/7 new)
7     Sec. 7. Service in partisan caucus offices.
8     (a) A person may not serve more than a total of 10 years in
9 caucus offices in the General Assembly, except as provided in
10 subsection (c).
11     (b) As used in this Section, "caucus offices" include (i)
12 the offices in the Senate and House of Representatives of
13 majority leader, minority leader, assistant majority leader,
14 assistant minority leader, deputy majority leader, deputy
15 minority leader, majority caucus chair, minority caucus chair,
16 majority caucus whip, minority caucus whip, majority
17 conference chair, and minority conference chair and (ii) other
18 similar partisan caucus offices, however titled, in the Senate
19 and House of Representatives. "Caucus offices" do not include
20 the offices of President of the Senate and Speaker of the House
21 of Representatives.
22     (c) Service, other than service before the effective date
23 of this amendatory Act of the 95th General Assembly, in all

1 caucus offices held in both houses of the General Assembly
2 during a person's lifetime shall be counted when calculating a
3 person's total service for purposes of this Section.
