AMENDMENT TO HOUSE BILL 396

2     AMENDMENT NO. ______. Amend House Bill 396 by replacing
3 line 25 on page 19 through line 7 on page 20 with the
4 following:
 
5     "Subject to appropriation, the Department shall provide a
6 stipend in the amount of up to $1,500 to youths who, on or
7 after January 1, 2008, cease to be wards of the Department
8 pursuant to Section 2-31 of the Juvenile Court Act of 1987 and
9 who meet the qualifications set out in this paragraph. The
10 stipend shall be paid by voucher to promote successful
11 transition outcomes by supporting training, housing, and
12 living expenses. All or part of the stipend may also be used to
13 pay the fee for drivers education to prepare the youth to take
14 an examination given by the Secretary of State for a drivers
15 license or permit. In order to be eligible for this benefit, a
16 youth must have: (A) at the time wardship terminated, reached
17 the age of 18 years or older; and (B) either (i) at the time

1 wardship terminated, obtained a certificate of graduation from
2 a high school or the recognized equivalent of such a
3 certificate; (ii) within one year after wardship terminated,
4 obtained a certificate of graduation from a high school or the
5 recognized equivalent of such a certificate, or (iii) within
6 one year after wardship terminated, been determined by DCFS to
7 lack the ability to obtain a certificate of graduation from a
8 high school, or the recognized equivalent of such a
9 certificate, due to an impairment or disability. The Department
10 shall establish by rule (i) procedures for verifying
11 eligibility for the receipt of funds under this paragraph and
12 for determining the amount of the stipend to be awarded and
13 (ii) a process for disseminating the payments.".
