2     AMENDMENT NO. ______. Amend House Bill 414 by replacing
3 everything after the enacting clause with the following:
4     "Section 5. The Public Community College Act is amended by
5 changing Sections 3-31.1 and 5-2 as follows:
6     (110 ILCS 805/3-31.1)  (from Ch. 122, par. 103-31.1)
7     Sec. 3-31.1. To provide, for students and employees,
8 auxiliary services related to the adequate operation of the
9 college. In exercising this power the board may provide,
10 purchase, lease or contract for such services.
11     Notwithstanding any other law, the board of any community
12 college district that encompasses, in whole or in part, 8 or
13 more counties may provide or contract for residential housing
14 for students and employees of the community college district,
15 provided that local property tax revenue is not used.

2     Sec. 5-2. Definitions. As used in this Article, unless the
3 context otherwise requires: ;
4     "Building purposes" means the preparation of preliminary
5 drawings and sketches, working drawings and specifications,
6 erection, building acquiring, altering, improving or expanding
7 college facilities, including the acquisition of land
8 therefor, and the inspection and supervision thereof, to be
9 used exclusively for community colleges.
10     "Facilities" means classroom buildings and equipment,
11 related structures and utilities necessary or appropriate for
12 the uses of a community college, but not including land or
13 buildings intended primarily for staff housing or ,
14 dormitories, or for athletic exhibitions, contests or games for
15 which admission charges are to be made to the general public.
16 However, "facilities" shall include land or buildings intended
17 primarily for staff housing or dormitories if the community
18 college district encompasses, in whole or in part, 8 or more
19 counties.

21     Section 99. Effective date. This Act takes effect upon
