SYNOPSIS AS INTRODUCED:
 
210 ILCS 85/6.23 new

    Amends the Hospital Licensing Act. Provides that for any particular service, procedure, or item, provided to an uninsured patient, a hospital must accept as payment in full an amount equal to 110% of the Medicare reimbursement rate for that service, procedure, or item. Provides that a hospital must provide an uninsured patient with an itemized bill that fully discloses the net amount due from the patient as payment in full. Effective immediately.

1     AN ACT concerning regulation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Hospital Licensing Act is amended by adding
5 Section 6.23 as follows:
 
6     (210 ILCS 85/6.23 new)
7     Sec. 6.23. Uninsured patients; limit on charges. For any
8 particular service, procedure, or item provided to an uninsured
9 patient, a hospital must accept as payment in full an amount
10 equal to 110% of the Medicare reimbursement rate for that
11 service, procedure, or item. A hospital must provide an
12 uninsured patient with an itemized bill that fully discloses
13 the net amount due from the patient as payment in full.
 
14     Section 99. Effective date. This Act takes effect upon
15 becoming law.
