SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.675 new
625 ILCS 5/3-664 new

    Amends the Illinois Vehicle Code and the State Finance Act. Creates the Ovarian Cancer Awareness Fund. Provides for the issuance of Ovarian Cancer Awareness license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged an original issuance fee of $25 and a fee of $25 for each renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Ovarian Cancer Awareness Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the Ovarian Cancer Awareness Fund shall be paid as grants to the National Ovarian Cancer Coalition, Inc. for ovarian cancer research, education, screening, and treatment. Effective immediately.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.675 as follows:
 
6     (30 ILCS 105/5.675 new)
7     Sec. 5.675. The Ovarian Cancer Awareness Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-664 as follows:
 
10     (625 ILCS 5/3-664 new)
11     Sec. 3-664. Ovarian Cancer Awareness license plates.
12     (a) The Secretary, upon receipt of an application made in
13 the form prescribed by the Secretary, may issue special
14 registration plates designated as Ovarian Cancer Awareness
15 license plates. The special plates issued under this Section
16 shall be affixed only to passenger vehicles of the first
17 division and motor vehicles of the second division weighing not
18 more than 8,000 pounds. Plates issued under this Section shall
19 expire according to the multi-year procedure established by
20 Section 3-414.1 of this Code.
21     (b) The design and color of the plates is wholly within the

1 discretion of the Secretary. The Secretary may allow the plates
2 to be issued as vanity or personalized plates under Section
3 3-405.1 of this Code. The Secretary shall prescribe stickers or
4 decals as provided under Section 3-412 of this Code.
5     (c) An applicant for the special plate shall be charged a
6 $25 fee for original issuance in addition to the appropriate
7 registration fee. Of this fee, $10 shall be deposited into the
8 Ovarian Cancer Awareness Fund and $15 shall be deposited into
9 the Secretary of State Special License Plate Fund, to be used
10 by the Secretary to help defray the administrative processing
11 costs.
12     For each registration renewal period, a $25 fee, in
13 addition to the appropriate registration fee, shall be charged.
14 Of this fee, $23 shall be deposited into the Ovarian Cancer
15 Awareness Fund and $2 shall be deposited into the Secretary of
16 State Special License Plate Fund.
17     (d) The Ovarian Cancer Awareness Fund is created as a
18 special fund in the State treasury. All moneys in the Ovarian
19 Cancer Awareness Fund shall be paid, subject to appropriation
20 by the General Assembly and approval by the Secretary, as
21 grants to the National Ovarian Cancer Coalition, Inc. for
22 ovarian cancer research, education, screening, and treatment.
 
23     Section 99. Effective date. This Act takes effect upon
24 becoming law.
